🌎 LATIN AMERICA LAUNCH OF OUR SOUTHERN-LED RESEARCH ON EQUITY & EVALUATION
We are very pleased to announce that tomorrow Friday, Global Change Center Fundación SES - Solidaridad, Educación y Sustentabilidad and FLACSO Argentina
will launch our Southern-lead research report on equity-centered evaluation.
The report -now avaivable in - presents our findings and policy recommendations after a grounded collaborative South-South research undertaken in solidarity with our partners in , and Latin America, with the support of Ford Foundation.
Our conclusion is simple: today, evaluation is a tool of control and imposition rather than a tool for liberation and democratization. Current evaluation policies and practices make evaluation a neocolonial tool for domination and exploitation. But change is possible and it's happening! Our report summarises the insights gathered from 100 interviews, including Global North donors who very honestly identified barriers, opportunities and real journeys of change.
The presentation will be part of the 2025 Latin American Faculty of of Social Sciences regional academic Congress taking place in Buenos Aires, Argentina

will share a keynote opening at the next global IFA (Institut für Auslandsbeziehungen, thr International Cultural Relations Research Alliance and conference "Resilience and cooperation to thrive in changing world orders"
The conference will focus on how can international cooperation based on trust withstand growing nationalism, multiple global crises, and polarized politics.
Cecilia will explore how international cooperation can evolve in today’s complex, multipolar world. Drawing on principles of equity and justice rooted in Global South-led decolonisation movements, she will highlight the need to shift power and rethink global collaboration.
Considering Cecilia's lived-experience advising with Amnesty International, the UN Office for South-South Cooperation United Nations Office for South-South Cooperation (UNOSSC), and founding Global Change Center, Cecilia will share practical insights into equity-driven initiatives and recent research co-led with partners across Latin America, Asia, and Africa.
Her keynote will invite participants to reflect on how to design inclusive, culturally sensitive, and liberatory approaches to global challenges—especially in the face of war, inequality, and rising far-right narratives.
Cecilia's presentation will be moderated by outstanding Lesley Donna Williams. She will host an interactive session to foster mutual learning and critical dialogue on overcoming colonial legacies and promoting just bottom-up cooperation.

⚜️⚜️ Southern decolonial innovation is real and tangible!
As Global Change Center Founder, I am proud to enter our fourth year demonstrating how principled and solidarity driven approaches to research and policy influencing can transform international cooperation. For real. Not only in reports, plans, or events. But with our simple, deliberate, perseverant action to co-create from the South and with the South beyond regions, languages, and our historical and cultural differences. United, in our conviction that joint analysis, enquiry, and organising is the only way to build a new world.
We don't need big monies. We just need each other.

♾️ EQUITY IS PRAXIS: from conceptualization to Practice
Looking forward to speaking this week at the European Evaluation Society (EES) Conference 2024. The Conference brings together donors, researchers and outstanding thinkers and changemakers from around the world experimenting with diverse approaches to co-produce knowledge for justice, equity and social change.
Generously invited by Ford Foundation, I will present lessons from Global Change Center + , and Global South partners’ action- research on equity-centered evaluation. I will present together with colleagues from Ford, UNDP, CLEAR Anglophone Africa University of the Witwatersrand, South Africa; and the Asia Pacific Evaluation Association.
Subarna N. Mathes, Senior Strategy and Evaluation Officer at the Ford Foundation, will moderate this discussion and contribute insights from Ford’s own efforts to embed equity in the commissioning, design, and implementation of evaluations.
I will present findings from a Southern-led landscape analysis funded by the Ford Foundation. The landscape analysis, which consulted over 100 evaluators, commissioners, and academics, examined the state of equity-oriented evaluation globally and identified practices employed by both commissioners of evaluations and practitioners who implement them. The analysis brought to light places where significant gaps remain in making progress toward equity. These include an overemphasis by commissioners on activities and outputs in their evaluation questions, a lack of outreach to more diverse evaluators or those based closer to communities (particularly evaluators in the Global South), and a lack of appreciation of context-specific methodologies.
The second panelist, Tina Tordjman-Nebe from UN Evaluation Group’s (United Nations Evaluation Group (UNEG), will bring the perspective of a multilateral evaluation commissioner. She will highlight a recent formative evaluation of the organization’s efforts to integrate “Leave No One Behind” principles across its programs and operations.
The third and fourth panelists will be two practitioners from the Global South advancing thinking and practice of equitable evaluation methodologies. Randika Lawson De Mel will share their experience trying to embed indigenous evaluation approaches across Southeast Asia, specifically focusing on a pilot project in Sri Lanka. Steven Masvaure will highlight his experience in taking steps to apply Made in Africa approaches, by integrating it into government policies, university curricula, and practitioners guides.
Together, we will unpack fundamental questions, share lessons and evidence; hoping to stimulate an open debate for action as we continue promoting equity-centered evaluations globally.

📣 CENTERING EQUITY, DIGNITY AND ETHICS IN RESEARCH EVALUATION
Global Change Center is pleased to join this panel with the United Nations Evaluation Group (UNEG), Praxis Institute for Participatory Practices and UNICEF Innocenti to present our South-to-to South action-research deconstructing what it takes to assess unfair power dynamics and structural barriers that do not allow to center equity, justice and ethics in research for the evaluation of international cooperation initiatives.
We will showcase examples demonstrating that change is possible when organizations commit to align research principles and approaches with the clear the principles of inclusion, dignity and human rights. United Nations Evaluation Group (UNEG) will present its Ethical Pledge and Guidelines and on-going work in the applycation of the "leave no one behind" framework in all UN evaluations. Cecilia Milesi= Global Change Center will present our Southern-led research on equity-centered evaluation and our partner Praxis Institute for Participatory Practices will exemplify what all this means when working with anti-racist and anti-caste lenses in complex contexts and in allyship with the most oppressed and marginalized communities affected by COVID 19 and natural disasters.
