World Meteorological Day is celebrated annually on March 23rd. It marks the anniversary of the establishment of the World Meteorological Organization (WMO) in 1950. The WMO is a specialized agency of the United Nations that coordinates international cooperation in weather observation, forecasting and climate information services.

The theme for World Meteorological Day 2024 is "At the forefront of climate action." This theme highlights the important role that National Meteorological and Hydrological Services (NMHSs) play in providing weather, climate, and water information that is essential for climate action.

The theme for World Civil Defence Day 2024 is "Honor Heroes and Promote Safety Skills." This theme emphasizes the crucial aspects of building a resilient and secure community. It highlights the importance of recognizing the dedication and sacrifices of civil defense personnel who work tirelessly to protect communities during emergencies and disasters.

A leap year is a year that has one extra day added to it, typically February 29th. This is done to keep the calendar year synchronized with the Earth's revolution around the Sun, which takes approximately 365.25 days. Without leap years, our calendar would drift out of sync with the seasons over time.

Julius Caesar is often known for the foundation of leap days. He derived the idea from the Egyptians. Within the third century BCE, Egyptians followed a solar calendar spanning 365 days with a leap year occurring every four years as per the reports of National Geographic.

The first leap year in Britain was in 1752. Then, 11 days were removed from the September month in the Gregorian calendar as Britain and her colonies instructed.

After 1752 this system was then adopted by us where an extra day was added in February for four years which were completely divisible by 4 or 400.

In 1986, the National Council for Science and Technology Communication (NCSTC) proposed to the Government of India that February 28 be designated as National Science Day. Since 1987, this day has been celebrated to commemorate the discovery of the Raman Effect and to promote scientific temper in the country.

Raman effect
The Raman effect involves scattering of light by molecules of gases, liquids, or solids. The Raman effect consists of the appearance of extra spectral lines near the wavelength of the incident light. The Raman lines in the scattered light are weaker than the light at the original wavelength.

Sir Chandrasekhara Venkata Raman FRS was an Indian physicist known for his work in the field of light scattering. Using a spectrograph that he developed, he and his student K. S. Krishnan discovered that when light traverses a transparent material, the deflected light changes its wavelength and frequency.

The theme for National Science Day 2024 is "Indigenous Technologies for Viksit Bharat," emphasizing the importance of homegrown innovations in India's scientific progress. This theme seeks to raise awareness about indigenous technologies that can contribute to the country's development and well-being.
