[07/15/21]   THE ECONOMICS ASSOCIATION OF ZAMBIA press release on the Postponement of the National Economic Summit, Economic Note
The Economics Association of Zambia - EAZ wishes to notify the general public and it key stakeholders of the postponement of the National Economic Summit themed Promoting Economic Resileince Post COVID19 – PERSP which was scheduled to be held in Livingstone from the 15 -16 July. We are grateful to all our partners and wish to advise that we will honor the work done so far with them in the build up to the NES21 and will maintain the same summit logo.After weighing the epidemiological risks posed by a deepening pandemic as the continent grapples with a third COVID19 delta wave, the Association has decided to postpone the scheduled economic discourse to a later date to be advised in the year preferably when the infection rates subside and weather warms up. The Association wishes to commend the private sector entities that have stepped up to complement the heath authorities efforts through various selfless Sustainable Responsible Investment – SRI intiatives especially with oxygen, respiratory health supplies which have been the most common sought for commodities in the fight against COVID. Special thank you goes to Trade Kings Groups (respiratory equipment) and their subsidiary Universal Mining and Chemical Limited - UMCIL (for unlimited oxygen supply), Zambia National Commercial Bank Plc (K5million), the Bank of Zambia (K3million), IK Charitable (for 2000 oxygen cylinders), Stanbic Bank (Oxymeters and ventilators) and many other notable private sector entities that have demonstrated propensity to partner with the state in the fight against COVID. For the Association this is a true manifestation of a public finance model where the private and public sector need to work together.The Association wishes to urge citizens to take advantage of the ongoing vaccination programs as research has shown that getting inoculated does significantly reduce chances of hospitalization. The fight against COVID can and will only be won if we as Zambians, adhere to the basic health protocals, social distancing and above all vaccinate as the country targets herd immunity. Much as vaccinations are not mandatory, the Association encourages citizens to consider taking that route to help in attainment of herd immunity. It is about a dry point of construction that vaccine rollouts have been constrained by funding bottlencks for African nations whose fiscal postures have been adversely impacted by the pandemic and as such remains on the receiving end of a hard bargain, at rates close to 2%. However with the help of the COVAX facility, the World Bank, Africa Development Bank, the French government and other co-operating partners, Zambia has been catered for, in addition to what is in the pipeline to the tune of 4 million doses expected in September as announced by the Minsitry of Health, we have an opportunity to be inoculated against the deadly pandemic. The pandemic remains the biggest risk to Zambia’s economic recovery. In the interim the Association will still continue to provide economic advisory and policy advocacy at critical time as this especially in light of potential adverse effects of the pandemic on the economic posture of the nation. Much as Zambia is placed strategically in light of increasing metal prices on the London Metal Exchange as copper trades for highs of above $9,500/MT, a factor that improves mining tax proceeds, currency forecast and cost push inflation, the Association remains weary of the downside risks posed by rise in global food prices, escalating soft commodity prices, effects of excess stimulus by global central banks, rising freight and shipping costs which is fueling all sorts of inflation (ranging from import to logistics inflation). Current inflation rate for June of 24.6% (a two decade high) has continued to widen citizens cost of living which is concerning. With cognizance that the consumers remain burdened with increased costs, on a comparative basis Zambia is on the lower side in relation to its peers (e.g. SA) in cost because the authorities have borne a portion of the burden through fuel and agriculture subsidies. Additionally the Association is further weary of the social unrest in the region especially in South Africa which has immense potential to disrupt supply chains and conduits through on the Southern African corridor. The Association hopes that the Southern African Development Community - SADC can intervene to help ease the political unrest which could dent economic gains amassed so far in the region. Zambia’s import bill is 33% comprised of South African products and the political unrest could affect supply chains.The Association nods the recent capitalization efforts by the IDC into Nitrogen Chemicals of Zambia - NCZ to the tune of circa $30million but wishes to advise the group to continue to rethink of ways of keeping the business model sustainable in light of the current fertilizer importations which have been key drivers of exchange rate pressure emanating from agro-business demand. The fertliser market remains a lucrative niche in Zambia which is linked to food security, improved export capacity for foreign exchange earning and transformation of both forward and backward linkages in value creation. The Association wishes to advise the IDC to ensure the injection is well accounted for in light of the historical hurdles the NCZ has faced. With the Washington based lender the International Monetary Fund – IMF having approved the Special Drawing Rights - SDR increase by $650billion, the EAZ remain confident that the allocation to Zambia circa $1.3billion will surely improve the countries foreign exchange reserve position that will in the medium term absorb some of the exchange rate pressures ahead of the ongoing negotiations with the lender for an Extended Credit Facility - ECF which if successful, will improve investor flows into our nation and further expedite economic recovery. The ECF remains a very key item of issue as it is a precursor to succesful debt restructure and as such we wish to commend the authorities thus far for the negatiations progress. The Association wishes to commend Zambians for the unity demonstrated during the life celebration of the first Republican President His Excellency Dr. Kenneth David Kaunda (MHSRIP). As his legacy lives on, we will continue to champion the One Zambia One Nation motto. Zambia remains a beacon of peace and as such we wish fellow Zambians a peaceful descent into August as the polls draw nigh.

The Economics Association of Zambia (EAZ) is delighted to invite you to attend the 2nd National Economic Summit (NES) to be held in July from 15-16th, under the theme, Promoting Economic Resilience and Sustainability Post the COVID19 Pandemic – PERSP, at the Avani Victoria Falls Resort in Livingstone. As per tradition, the summit will be graced by Republican President – His Excellency Dr. Edgar Chagwa Lungu alongside one of his counterparts to be announced in due course.

The annual National Economic Summit brings together policy makers and captains of industry from both public and private sectors of the Zambian economy as well as the academia, civil society organizations and development partners. The Summit provides a unique opportunity for participants to unpack a shared vision of eliminating barriers and enhancing access to economic sustainability in Zambia and the region. Since the First National Economic Summit that took place in 2019, the Summit has contributed to the development of a number of policy reforms that have led to the strategy of our economic growth.

This year, with the theme focused on Economic Resilience and Sustainability, the event will focus on finding solutions that will speak to actualizing the Economic Recovery Plan (ERP). It will provide a platform to accentuate the concerted, collective and collaborative broad-based national action required as an imperative to ensure that the dialogue between private sector and policy makers goes to the next level in delivering solutions that create the right conditions and requirements to actualize Zambia’s Economic Recovery Plan.

Furthermore, the world faces three (3) key challenges namely rising Debt, Climate Change effects and a COVID19 Pandemic which Zambia is not exempted from. These themes resonate with deliberations at the recent virtual spring meetings convened by the World Bank in April. Zambia’s celebrated think – tank, the Economics Association of Zambia, will nonetheless regionalize economic discourse to help narrow solutions unique to Zambia and the Southern African region given existing trade and other social economic relationships.



Therefore, the summit will be held with the following objectives:

Supporting government’s efforts in driving economic growth through creating an atmosphere that allows for strategic road map ex*****on, the Economic Recovery Plan (ERP) as part of Zambia’s Medium -Term Expenditure Framework (2020-2023);



Promoting economic, trade and bilateral relationships, leveraging off diplomatic relations. This will include cementing traditional and historic relationships to bolster Africa Continental Free Trade – ACFTA;



Supporting the global climate change and sustainability agenda through accelerating efforts of the April 2016 Paris Agreements and the 2030 Sustainable Development Goals (SDGs). This will include sustainable financing initiatives, preserving the ecosystem, greater investment in renewable energy sources and poverty alleviation in line with the 17 SDGs;



Championing sustainable economic recovery post COVID19 through greater private sector involvement in sectors such mining, manufacturing, healthcare and agriculture to help drive Zambia’s ‘V’ – shaped recovery;



Supporting innovation in science and research to support the healthcare sector especially towards potential vaccine production and ultimately financing for the region. This will ensure that the region is effectively catered for in light of the pandemic.

As a key stakeholder in the development of our country, The Association acknowledges the significant role that you play in oiling the wheels that drive Zambia’s economic growth and we are pleased to invite you to attend the 2nd National Economic Summit. The Association acknowledges that the path to economic recovery must not be left to a few players to drive, but that synergies, integrations and team work with key players such as yourself, will accelerate the actualization efforts that the authorities are making to stimulate growth which the COVID19 pandemic eroded in 2020.
