FALSE STATEMENT ATTRIBUTED TO ME CONCERNING SALARIES NEGOTIATIONS.

United Teachers Union of Zambia (Unituz) wishes to inform the Teacher populace that the statement circulating on some social media platforms in relation to re-negotiation of Teachers' Salaries in February are false.
In the said media platforms, it is claimed that Director for Media, Public Relations and International Affairs, James Sikazwe, issued a statement regarding the re-negotiation of salaries for teachers in February. It is in this regard that the Union has dismissed these false allegations.
The union further urges the general public to ignore the statement being circulated on social media platforms.

PRESS STATEMENT- FRIDAY 2nd JULY, 2021

NAQEZ APPEALS TO THE REPUBLICAN PRESIDENT

The National Action for Quality Education in Zambia is passionately appealing to the Republican President, His Excellence Edgar Chagwa Lungu , to personally intervene against the untimely reopening of schools as announced by the Permanent Secretary in the Ministry of General Education.

An an organization, we stand in shock that at a time when the nation is losing 72 lives per day, Universities and bars have closed, the weather is favourable to the virus, that is when the Ministry has announced reopening of schools .

Our quick survey reveals that alot of Teachers are currently infected with the virus, a good number have died and most schools are not yet ready to reopen. It is therefore uncharacteristic for the Ministry to defy all these ugly facts on the ground and go ahead to reopen schools on 8th July.

With the overwhelming majority of Teachers and parents against reopening of schools, we are very confident that the President will prevail over the decision to reopen schools. The decision is in bad faith, has annoyed teachers in the country and has immense potential to tarnish the image of Government.

National Action for Quality Education in Zambia (NAQEZ) is very upset with BETUZ General Secretary's remarks that teachers are happy with 8% salary increment. NAQEZ Executive Director Aaron Chansa said that such remarks are making teachers more angry and demotivating, a thing he said will affect service delivery.

Mr Chansa said that his organization is arranging for a meeting with President Edgar Lungu so that he may discuss various issues ranging from teacher recruitment to salary upgrade. He said he will tell the Head of State the truth on the status of the recent salary increment awarded to teachers and other civil servants.

Yesterday, BETUZ went to State House where they told the President that teachers are extremely excited with an 8% salary increment. These remarks by BETUZ invited criticism from the public.

They boasted of being the best in the country meanwhile they were copying from Chalk Breakers Zambia. They wanted to ride on CBZ popularity to gain some mileage. Now the media is dead. One post in two days. Investigative journalism which they thought they would do yabakanga. We told them slow down, they didn't listen. They should emulate Zambian Teachers Corner and Zambian Teachers Forum which have been consistent for past five years because they don't boast. As ZTN we are amateurs.

[11/18/20]   *IS NAQEZ SLIDING INTO THE WRONG SIDE OF HISTORY AGAIN AND AGAIN?*

If our memory serves us right NAQEZ issued a statement declaring that schools were not ready to re-open for examination classes in June due to lack of desks, facemasks and other necessities.

In other words NAQEZ was not for the idea that the government should allow schools to reopen on 1st June without adequate preparations.

However, the government went ahead and re-opened schools on 1st June and gracefully the term was concluded without serious casualties. *(NAQEZ was wrong side of History)*

After the reopening of examination classes the PS MoGE Dr Kalumba went on to lobby the government to reconsider opening of non-examinations classes before 2020 came to an end to serve many learners who were going to be victims of teenage pregnancies and drug abuse. Truth to the fears of PS, there are media reports indicating that a good number of girls fell pregnant especially in Eastern Province.

One wonders what would have happened if the schools never re-opened in September 2020 to our many vulnerable girls and boys? Anyway, all thanks to government for having given a go ahead to reopen schools.

To NAQEZ once more, the idea by PS MoGE to lobby for re-opening of non-examinations classes was not welcome as they went further to feature on Diamond TV advising against this decision by PS Dr Kalumba to re-open schools for non examination classes in 2020.

According to NAQEZ 2020 was a dead year for non examination classes. Instead, they preferred schools reopened in 2021 based on the same argument they had in June over Desks and other necessities despite the PS Dr Kalumba advocating for session teaching to accommodate all pupils in the schools.

Once again, the government went ahead and re-opened schools to non-examinations classes on 21st September, 2020 and gracefully the term is concluding well without any reported serious casualties. *(NAQEZ is again on the wrong side of History)*

Progressivelly, PS MoGE Dr Kalumba based on prevailing situations on the ground in most schools as he is always on the move visiting schools around the country to get first hand information observed the need to have the School Calendar (2020/2021) revisited.

Based on consultations and having first hand information, the ministry issued a circular on 13th November, 2020 which stated that the school calendar goes back to the usual (pre-covid 19) scenario.

*What this means is that:*

As soon as schools close on 4th Deçember, 2020 , the 2020 School Calendar ends as well and that will mean no spill over to 2021.

As soon as Schools re-open on 4th January, 2021, a new calendar year for all schools begins with learner's moving to the next grade and new grade.

Whereas all the pupils will progress to the next Grade as follows;

However, the PS has implored schools to teach the returning Grades namely Grade 2, 3, 4, 5, 6, 7, 9, 11 and 12 any work that the schools will fail to cover between September 2020 and December 2020 whilst pupils are Grade 1, 2, 3, 4, 5, 6, 8, 10 and 11 in term one of 2021 thereafter proceed to teach the content of that current grade the pupils will be in 2021 thus Grade 2, 3, 4, 5, 6, 7, 9, 11 and 12.

Moreso, It was tradition for along time that grade 10 pupils never learnt anything serious in term one. Pupils used to open in February and by the time they settled it was time for end of term one tests.

It was also a tradition before 2019 that pupils never used to learn anything serious in term three as the whole term was dedicated to national EXAMINATIONS.

So re-opening of schools normally in January 2021 will mean pupils will catch up just like it used to do it in the previous years. The previous years proved that two terms were sufficient enough to conclude the syllabus.

With this wonderful gesture from the PS, the schools can only be encouraged to go flat out and cover as much work as possible before schools closes on 4th December 2020 so that come 4th January, 2020 they will be one or two topics remaining to be taught from the previous grades.

The idea of carrying forward topics from previous Grades is not new, as it has been the trend for so many years. For example pupils can be physically in Grade 9, 11 or 12 but still learning topics from the previous Grades such as 8, 10 and 11.

The schools that are still behind with syllabus coverage should be encouraged to be innovative by giving pupils handouts especially in information subjects to avoid the likelihood of writing notes on the board which is time consuming.

*All thanks goes to the ministry led by our ever hardworking PS technical, Dr Kalumba for the timely guidance on the running of schools in the time of COVID 19 to the schools in the country* .

Surprisingly, despite NAQEZ this time around agreeing with the rest ( *Right side of history* ) that schools should re-open normally in January, 2021 although slightly advocating for 11th January, 2021 instead of 4th January, 2021 which is still ok if the PS MoGE Dr Kalumba once more can have a look at as they prepare the 2021 School Calendar which is yet to be released looking at other hectic issues coming up such as Invigilating, marking of ECZ examinations and selection of grade 8 and 10 2021.

However, NAQEZ's point of departure is that it is advocating for the Examination Council of Zambia to give the 2021 Grade 7, 9 and 12 toilored examinations to specific topics in the syllabus instead of the normal way where pupils are examined based on the whole syllabus.

This call by NAQEZ is against the spirit of reverting back to normal calendar were everything remains the same inclusive of examinations.

By the virtue of calling toilored examinations it means ECZ has to go and develop a tailored examinations for 2021 instead of retrieving from the already existing examination bank which entails extra cost.

Also, it is not known how NAQEZ wishes ECZ to develop a toilored examinations when the examinations normally covers a range of grades such as Grade 7 ( covers Grade 5, 6 &7 ), Grade 9 ( covers 8 & 9) and Grade 12 ( 10, 11 & 12).

It is a tradition that teachers cover the syllabus differently, others start from the known to unknown and vice versa.

Henceforth, making it more problematic to harmonize the topic selection for ECZ toilored examinations than encouraging schools to cover the school syllabus.

[07/31/19]   TEACHERS REPORT ZNUT SECRETARY GENERAL TO ACC FOR ALLEGEDLY ABUSING K3.2 BILLION TEACHERS' CONTRIBUTIONS

Concerned members of the Zambia National Union of Teacher –ZNUT- have written to the anti-corruption commission after they allegedly uncovered a scam of k3.2 million misappropriated funds by its secretary general, Newman Bubala.

In a letter purported to have been addressed to the ACC, the concerned teachers have expressed displeasure in the manner the ZNUT boss has been diverting union funds for his own benefits.

The members have accused Mr. Bubala of misdirecting ZNUT funds building towards 7 luxury apartment houses for his girlfriend.

In the letter, the irate members said they have decided to write to ACC so that the investigative agency can take interest and interrogate the activities of Mr. Bubala in order to save the institution and the teachers at large.
The members are requesting that ACC investigates the disappearance of funds from disposal of former ZNUT headquarters building in Kamwala trading area on plot 1595 Karachi Street in Lusaka.

They further state that about three years ago, the ZNUT national council met at Mika conventional center in Chongwe and was forced to resolve that they sell the said building by Mr. Bubala.

Mr Bubala is said to have addressed the delegates that as soon as the Karachi building was sold, he was going to transfer the money to the contractor to put up a conference Centre at the ZNUT Chamba valley farm so as to avoid hiring venues in future.

However, the concerned members are worried that works for the Chamba valley building have stalled and may not complete due to money which has been embezzled.

The ZNUT members are also requesting that ACC investigates the double allowances given to Mr. Bubala when he is sitting on the Zambia Congress of Trade Unions and Pensions board, where he is a trustee member.

They said Mr. Bubala gets allowances from these two institutions and also from ZNUT, when he is given the assignment for the same program by either which he never performs.

The members say with the aforementioned, it is their considered view that they request the ACC to take interest in these matters and interrogate the activities of Mr. Bubala.

But when contacted, ZNUT Secretary General Newman Bubala who is the accused has denied the allegations saying the letter is fake and has no substantial evidence.

Mr Bubala has told Phoenix news that these are inner politics within the union at play aimed at tarnishing his name and pledged to protect his name from the fake news circulating.
