If you or anyone you know has attended a community college, LB 783 directly affects you!
Currently community colleges in Nebraska have a taxation authority, which allows community colleges to authorize minimum property taxes to keep tuition rates low for community students.
If LB 783 is passed, it will make the tuition for community colleges high like those of major 4-year colleges – which in turn will remove ability for community colleges to satisfy the community (in affordable tuition rates).
Right now, the Nebraska Revenue Committee will meet to decide the advancement of the bill. By sending this email below to the State Senators, you can help keep community colleges affordable for the community! Just copy & paste the letter in your email & add the senators to your recipients list & send. You make sure community colleges in Nebraska continue to be accessible to the community with just 5 minutes of your time.

Dear Members of the Revenue Committee,
I am writing to express my opposition to LB 783, a bill designed to eliminate the levy authority of community college areas in Nebraska.
Community colleges are one of the most American of all institutions. They exist to advance the common person. They exist to be
available for all. They exist to build strong communities. When one community college student gains skills to make a better life for themselves, the ripple effects extend to their families, their employers, their neighborhoods, their towns and cities, and ultimately to the state as a whole.
Nebraska’s community colleges were established to be responsive, first and foremost, to the citizens in their respective geographic areas. For
this reason, they were set apart as political subdivisions with the ability to levy property tax, while charging affordable tuition, and receiving state aid. This three-legged funding stool ensures that all who benefit from the community college mission – individuals, the local community, and the state – contribute to its success.
If passed, LB 783 would put an end to local community college property taxing authority without offering safe harbor of a stable and reliable revenue source that is not dependent upon legislative appropriations.
The bill proposes the state should be that safe harbor. Such promises are easy to make when state coffers are full, as they are today. But
when economic conditions hit a downturn, they will surely be subject to debate and repeal. Meanwhile, during unfavorable economic conditions, more and more Nebraska residents will turn to local community colleges to improve their career options. With decreased state aid and increased student demand, community colleges and their students would be left holding the bag.
Understanding the desire to reduce local property tax bills and in recognition of the state’s willingness to assume those costs, I support
fully funding the property tax credit now in place, which would allow taxpayers to recoup property taxes paid to community colleges, while enabling the local community college to retain the amount levied to meet their specific community and workforce needs.
To summarize, I ask you to:
(1) preserve community college taxing authority – do not pass LB 783 as written; and
(2) fully fund the existing community college property tax credit to achieve your objective of lowering property tax bills for individual property owners.
