DAY 8 - CAP PHASE 3 CASE-BASED SCENARIO
IN PHOTOS: On March 21, 2024, as part of our last activity in our Cadet Attachment Program, the cadets undertook a simulation exercise, with an emphasis on the Incident Command System. A simulated armed hostage-taking scenario was conducted. This demonstration made clear how crucial it is to manage high-stakes situations with efficient communication, quick decision-making, and coordinated action.
In the said activity, I learned the importance of ICS in establishing a clear command structure, facilitating timely decision-making to find the optimal solution that maximizes or minimizes a single objective function and promoting unified action during high-pressure situations, which could ensure the safety of both the responders and the general public.

IN PHOTOS: On March 20, 2024, Personnel of Luna City Police Station headed by PLTCOL YVES JOHN O GALVEZ, Chief of Police, conducted camp defense plan in response to the red alert status given by the Provincial Director of Cavite, PCOL MARIA SHIELA T PORTENTO. Camp defense plan aims to defend the Police Station and other vital installation from any possible enemy attack covering all avenue approach of any attacking force.

DAY 6 - CAP PHASE 3 CASE-BASED SCENARIO
IN PHOTOS: On March 19, 2024, the Luna City Police Station conducted Public Education and Outreach activities at the Luna City Academics Building, Camp General Mariano N. Castañeda in Silang, Cavite as part of the Luna CPS Bagong Pilipinas campaign. The activity aims to educate students about their rights, responsibilities, and the essential role law enforcement plays in maintaining peace and order.
The Luna City Police Station encouraged students to actively contribute to building a safer and more inclusive society. By instilling a sense of responsibility and ownership, students were empowered to play a proactive role in keeping their communities safe.
The initiative not only aligns with the goals of the Bagong Pilipinas campaign but also highlights the commitment of the Luna City Police Station to fostering positive community-police relations. By engaging with students and involving them in crime prevention efforts, the station demonstrates its dedication to creating a safer and more cohesive society.
Through education, empowerment, and active participation, the Luna City Police Station and the students of Luna City are working together to build a brighter and safer future for all.
The Luna City Police Station personnel placed its units on heightened alert for the activities in line with the upcoming NPA Anniversary & SUMVAC 2024. All officers are advised to observe FULL ALERT STATUS.
Police forces were deployed in strategic areas to secure the safety of the Camp.
Cadets also conducted buy-bust operation and issuance of Search warrant as part of our CAP, in these we applied what we have observed during our Phase 2 Station immersion and demostrate the best practices in the given operations.

IN PHOTOS: On March 18, 2024 - the PNP personnel of Luna City Police Station led by PLTCOL YVES O. GALVEZ, Chief of Police, Luna CPS attended the Traditional Monday Flag raising Ceremony held at the PDEA Building at Camp General Mariano N. Castañeda, Silang, Cavite.
After the Flag Raising Ceremony, the Chief of Police conducted Daily PNP Personnel Accounting Report, Police Information and Continuing Education, Turn-over of Post, Duties, and Responsibilities.

DAY 4 - CAP PHASE 3 CASE-BASED SCENARIO
IN PHOTOS: ON March 17, 2024 - The personnel of Luna City Police Station received a phone call informing them that there was a shootout that occurred around 11:00 am in front of the Corps Publication Building of Camp General Mariano N. Castañeda, Silang, Cavite.
The scenario for this simulation exercise was supervised by PLTCOL PALOMENO, PNPA Professor, Academics Duty Officer of the day. We also conducted a simultaneous Police "Dragnet Operation" in response to the request of the Quezon City Police Station in regards to a shooting incident that occurred near the PNPA Gymnasium
The operation was led by PCMS JOHN SYMON SALVANI, his team responded immediately after receiving the report and setup roadblocks by the PNPA Corps Publication.

DAY 3 - CAP PHASE 3 CASE-BASED SCENARIO
IN PHOTOS: On March 16, 2024 - Luna City Police Station
DAILY PNP PERSONNEL ACCOUNTING REPORT, PEMS Galang, conducted Daily PNP Personnel Accounting Report (DPPAR) followed by PICE held in front of Luna City Police Station. PNP personnel of Luna City Police Station conducted a Clean-up drive to ensure cleanliness and enhance physical appearance of all PNP precincts, stations and offices to better serve the community. Moreover, we also conducted Police Visibility and Checkpoint at the PNPA Horse Shoe Drive as part of an intensified security measure against criminal activities. Patrol Members of Luna City Police Station showed Police visibility and conducted Beat Patrol as part of crime prevention measures.
Cadets of the Philippine National Police Academy together with the PNP personnel of the Luna City Police Station conducted a Tour of facilities for the 300 high school students from DONA MARIA LAUREL PLATON SCHOOL OF AGRICULTURE, Aya, Talisay, Batangas.
Students were given a chance to explore the hallowed grounds of the academy together with the assistance of the Luna CPS Police Community Affairs Division and the Cadet Relations Officers of PNPA. This tour aims to provide hands-on experience to the students as they are exposed to the different infrastructures, traditions, and ways of life inside the camp.
In the evening on that day, PNP personnel of Luna City Police Station conducted a Hasty Checkpoint under the supervision of PLTCOL Jose C Coballes, Academics Professor and PLT RONNIE L COLANDOG serving as the Team Leader.

DAY 2 - CAP PHASE 3 CASE-BASED SCENARIO
IN PHOTOS: On March 15, 2024 - the Cadets of the Luna City Police Station conducted their first DPPAR (Daily PNP Personnel Accounting Report) in Camp General Mariano N. Castañeda to brief each personnel about the activities of the day and the assignment of each section leader.
Each section leader relayed information in regards to their respective assignments and disseminated the duty details for each area.
During the activity, the team was observed by PLTCOL RICSON REYES GUIAB, PNPA Academics Group Professor and was given a critical review afterwards on where they could improve their performance for the said activity. Our patrol team of Luna City Police Station conducted a route security, traffic direction and control at the Gallant 44 SAF Monument alongside the PNPA Horse Shoe Drive. The beat patrol is done to provide Police Visibility within the given area of responsibility.
The personnel of Luna City Police Station conducted route security, traffic direction, and control in front of Kalasag Hill and Lakandula Gate in connection to the Testimonial Parade and Review in honor of PMGEN RUDOLPH B DIMAS. This activity is conducted to provide Police Visibility and assistance to the individuals passing by within the area and deter criminals from committing offenses in the respective location.
The Luna Municipal Police Station under the leadership of PLTCOL RICHARD JR DELACRUZ LIM together with the dedicated efforts of the Women and Children Protection Desk (WCPD) and Police Community Affairs and Development (PCAD) Section joins the nation in the observance of 2024 National Women's Month Celebration.
WCPD and PCAD conducted an information drive within the premises of Camp General Mariano N. Castañeda, Silang, Cavite regarding Drug Abuse and Sexual Harassment. This activity is in line with the group's aim to promote Women's History Month to the personnel assigned within the camp.
During the month of March, we celebrate the contribution of women and recognize the achievements they have made over the course of history in a variety of different fields.

IN PHOTOS: Cadets placed at the Sto Tomas Component City Police Station, led by PLTCOLRODEL SIBALO BAN-O, the station's chief of police, expressed their gratitude and offered farewell on March 01, 2024. The cadets appreciated the attention and guidance that they received during their three-week stay, enabling them to observe a variety of activities while discovering about the duties of police officers. The cadets attended the Cadet Attachment Program Phase 2 conclusion ceremony later the same day. PBGen ALIGRE LAMSEN MARTINEZ, Deputy Regional Director for Administration of Police Regional Office 4 CALABARZON, addressed the speaker, PBGEN ARNOLD PERALTA ARDIENTE, Dean of Academics at PNPA. At this ceremony, which allowed the cadets to observe practical applications of their learning, the Cadet Attachment Program Phase 2 was successfully completed.

IN PHOTOS: On February 27, 2024, cadets observed the PNP Personnel of Sto. Tomas Component CPS at Stone Well Acacia Homes, Brgy San Pedro Sto Tomas City, Batangas for a follow-up investigation led by PCMS Joel Banta about an alleged kidnapping incident. PLTCOL RODEL SIBALO BAN-O also discussed about things to be considers on investigation and he give example on their solved murder case at Sto. Tomas City. In order to guarantee that justice is carried out and all relevant information is carefully considered in a case, follow-up investigations are essential. To make sure the truth is revealed, it's critical to pursue leads, compile more data, and re-evaluate the evidence. Important evidence might be missed in the absence of a thorough follow-up inquiry, which could result in possible mistakes.

IN PHOTOS: On February 26, 2024, we attended the Monday Flag Raising Ceremony at sto tomas city hall, together with our Chief of Police, Sto Tomas CPS, PLTCOL RODEL SIBALO BAN-O after that PCOL MA SHEILA TEMPLONUEVO PORTENTO, Asst. Dean of Academics, PNPA, conducted an Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) seminar to Senior High School students of Sto. Tomas Senior High School. Giving this knowledge to the youth is important because it serves as a reminder to the youth that the use of social media can harm them, especially women. As a public servant, this is one of the things we should focus on because nowadays most of all crimes are committed through the internet. It is important for us to remind them and protect them for their future.

IN PHOTOS: On February 23, 2024, I observed how Crime Incident Reporting and Analysis System (CIRAS) works in the conduct of investigation on a Theft Incident explained by NUP August Ponsoy at Investigation Section. CIRAS is an electronic database system that facilitates crime documentation and systematic data storage and retrieval. The system presents a quick, fast and reliable transmission of crime information from lower police units and offices of the PNP to the National Headquarters. I also observed the Daily Activies in Operation Section with PCpl Laygo, Pat Villete and Pat Manahan at Santo Tomas City Police Station, In here I am able to familiarize on how Operation section of a Police station do thier job, such as deployment of personnel in the upcoming EDSA people power revolution anniversary on February 25, 2024, because Sto tomas is gateway to Laguna, Quezon and Batangas as well, they also creating Security Plan for upcoming Mahaguyog Festival of Sto Tomas, Batangas from lastweek of February to March 7.

IN PHOTOS: On February 22, 2024, Illegal Drug awareness lecture to Grade 10 students of San Pedro Nation High School was concluded under the leadership of PLTCOL RODEL SIBALO BAN-O, Chief of Police, Sto Tomas CPS. We all know how curious young minds can be, and sometimes, curiosity can lead them down some risky paths. As public servant we're here, to arm them with the truth about the dark side of illegal drugs—not just how it messes their education, but also how it can turn their lives upside down. As public servant who serve and protect, it's on us to light their way, giving awareness and keep them away the harm that illegal drugs may cause. By sharing what we know, I can say that we can reduce the number of illegal drug related incidents. As police officers were not just enforce the law but also to remind the younger generation that it is not appropriate to engage in such things and it will not bring anything good to our lives.

IN PHOTOS: On February 21, 2024, Pat Ohjie Visaya educate me how the National Police Clearance System (NPCS) works, this is important for the PNP to provide a comprehensive, fast, convenient, and reliable online platform for the issuance of police clearances nationwide and the NPCS also contributes to the improvement of the crime solution efficiency, likewise to know if the person who will acquire a police clearance has a pending case, existing warrant of arrest or any other complaints against that person. I also observed the follow up investigation on the alleged kidnapping incident, here I found out that during investigation you need to validate if the information given to you by the parties are reliable. I also joined beat patrolling in places of convergence especially in the malls and public market, it is important to avoid opportunity of criminals to do illegal activities. On the other hand, When responding to a vehicular accident, the first thing that the first responder will do is to save lives if anyone is injured, bring the victim to the nearest hospital for immediate medical treatment, another is to take photographs of the incident, then ask for assitance from the barangay or HPG to assist them in the flow of traffic and then conduct investigation, take the testimony of the witnesses and see if there is a CCTV that may have captured the incident that serve as an evidence and also ask for the testimony of the driver and victim.

IN PHOTOS: On February 20, 2024, that morning I observed a theft incident being investigated by PCMS Joel Banta, I learned that it is important for the investigator to know the facts of the incident both parties involved to avoid biases in the investigation, another is to record all important information such as identity and cp number so that if the investigator has a question for the progress of the investigation, he will know it immediately and on the technical aspects of the investigation, the investigator must be able to send an SMS report to the higher office within one hour and he must be able to submit a spot report to the higher office within 3 hours if he does not comply, the investigator must give an explanation report to the higher office. In the afternoon, personnel of Sto Tomas CPS led by PLTCOL RODEL SIBALO BAN-O, Chief of Police, Sto Tomas CPS together with PECU Batangas, BFP and CDRRMO personnel, they executed a simulation exercise (SIMEX). The SIMEX aims to enhance preparedness and ensure an efficient response to various critical incidents.
The successful conduct of SIMEX show the continuous efforts and readiness of the Police in prioritizing safety and preparedness. By consistently enhancing our response capabilities, we are committed to serving our communities with excellence.

IN PHOTOS: On February 19, 2024, we attended in traditional monday flag raising ceremony at sto tomas city hall, right after we went to the Mayor and Vice Mayor of City of Sto Tomas to make a courtesy call to them. in the afternoon we went to the operation section, intelligence section and investigation section. Today the duties and responsibilities of the three sections were learned. In the intelligence section we found out the flow of their task, especially in illegal drug related incident, first to make an Information Report (IR) before an arrest, second to make a coordination letter with the PDEA/Pre-operational Clearance, then will conduct buy bust operation, and after the arrest they will proceed to Custodial Debriefing Report (CDR) where in an actual interview was made to the arrested person with no physical contact. Another of their tasks is to conduct a partial and complete background investigation the difference between the two, in the partial background investigation the basic information you can get to he person while in the CBI it must be complied in National Agency Check (NAC) In connection with illegal drug related incidents they find and trace drug groups, criminal gangs (CG) and organized crime groups (OGC) in other cases by CDR and intelligence. Moreover, they also conduct Security Survey and Security Inspection (SSI) in the establishment and venues of special occasions.
PCMS Josephine Sanque Cuevas, the operation pnco of STCPS, discussed with us that they are in charge in deployment of personnel all over the city, the deployment of personnel is based on crime prone hours, days and areas meaning they are deploying more personnel in the said basis, including places of convergence like malls and when there are special occasion and events, they also deploy the police with coordination with the EOD for the safety and security of the public. Likewise, they also make a Security Plan (SecPlan) that includes the personnel and offices involved and submit it to the higher office. Under in Operation section, first is the Law enforcement section where in they are in charge in service of warrant of arrest, implementation of Search warrant, Oplan SITA, checkpoints and enforcement of municipal ordinances, second is Security Operation Section (SOS), they are in-charge in security when there is a special occasion/event, Lastly is the Internal Security Operation Section(ISOS).

In addition, to investigate ask the first responders of all the information you can gather, then provide object evidence and visual evidence such as photographs and usually what the investigator is looking for is cctv footage of the crime scene and representative of Regional Anti-Cybercrime Unit (RACU) must present to obtain the CCTV footage and also testimonial evidence of the witness/es, barangay officials, arresting officer and victim/s if any, after all of these are the filling of case if the case was not solved.
