The Value-Added Tax was developed by the Frenchman Maurice Laure in 1954. The term “value- added” refers to the value created in a product in the course of processing or manufacturing.

In the Philippines, the VAT system was introduced in 1988 through Executive Order 273. A 12% value added tax (VAT) of the gross selling price is imposed to all importation, sale, barter, exchange or lease of goods or properties and sale of services.

He works as a State Auditor II under the Commission on Audit. He generally conducts independent assessments of government finances to ensure that taxpayer funds are effectively and efficiently allocated and disbursed. Moreover, he determines whether government agencies are efficient and effective in fulfilling their missions, visions, and goal by complying with the law. Furthermore, he is also responsible for audits that are mandated by law such as Financial Audits, Compliance Audits, Operations Audits, Fraud Audits, and Special Audits.

He is also currently a Professorial Lecturer in Bicol University- College of Business, Economics and Management, Department of Accountancy.
