Cold snap with snowfall is forecast in Kyrgyzstan from December 9-12, the Kyrgyzhydromet Office warned.

Wet snow is expected to stick to wires and trees. Sleet and snow drifts are expected on the roads. In some areas, the westerly wind is expected to increase to 17-22 m/s.

The air temperature is expected to fall to -5…-13° at night and to 0…-5° daytime in Chui region; to -7…-12° at night and -2…-7° in daytime in Talas region, to -3…+2° at night and 3…8°in daytime in Osh, Jalal-Abad and Batken regions, to -3…-8°at night and -2…+3°in daytime in Issyk-Kul region, to -5…-10° at night and to 0…-5°in daytime in Naryn region.

There will be no New Year's fireworks in Bishkek this year, the capital's mayor's office reported.

The mayor's office of Bishkek supports the proposal of the Ministry of Natural Resources, Ecology and Technical Supervision to cancel the fireworks for the New Year.

Fireworks were previously excluded from the New Year's program for environmental reasons, the mayor's office reported.

The Oktyabrskiy district administration of Bishkek has awarded foreign students who rescued a newborn found in a garbage bin in Bishkek.

It was a group of students residing nearby who first heard the cries of the baby. While disposing of trash in the evening, they discovered a newborn crying in a garbage bin. One of the students took the initiative to recover the baby from bin.

The students called the police and ambulance in, and the newborn was transported to the Maternity Hospital No. 1. The infant is reported to be in stable condition, receiving proper care and nourishment.

In recognition, Muhammad Zakriya Khan, Hamid Ali Khan, and Shafqat Ali, the student rescuers, were presented with letters of appreciation by the district administration.

The incident occurred on November 8 at 23:30 when the police received a report about a newborn boy wrapped in a garbage bag inside a trash bin at the intersection of Lev Tolstoy and Elebaev streets. Later, a 21-year-old woman was detained. The baby was named Sadyr in honor of the President of Kyrgyzstan.

Heating season in Bishkek will begin on October 31, according to the order signed by Mayor Emilbek Abdykadrov.

The process of connecting heating facilities will take several days, and priority will be given to hospitals, childcare centers, schools, maternity hospitals, and social welfare institutions.

Later, residential buildings, industrial enterprises, and other institutions will be connected.

The Department of Transport and Road Transport Infrastructure Development of Bishkek is implementing measures to enforce non-cash payment regulations.

Despite the existence of a cashless payment system, some residents still make cash payments.

Starting from November, a fee of 25 soms is planned for those who prefer to pay in cash.

Therefore, the Department of Transport recommends using non-cash payment methods such as Tulpar cards, Visa bank cards, electronic wallets, and similar means to pay the lower fee of 11 soms.

The question of fare increases will be discussed at the session of the Bishkek City Council, Mayor Emilbek Abdykadyrov told AKIpress.

City proposes cashless fare of 20 soms, and if someone wants to pay cash for fare - 25 soms.

"The matter will be considered at the session, and discussions are currently underway. When cashless payment was just introduced, daily revenue amounted to 40,000 soms. Today, this figure has reached 140,000 soms," the mayor said.

Currently, the fare for trolleybuses and buses is 11 soms, while microbuses charge 15 soms. The mayor's office is proposing a single fare of 20 soms for all forms of public transportation.

Fast food outlets are being inspected after a mass poisoning in Bishkek. 10 outlets were closed in 2 days, head physician of the State Sanitary and Epidemiological Surveillance Center Kuban Kundashev announced.

According to him, 37 fast food outlets were checked in 2 days. 36 protocols on offenses were drawn up for sanitary violations and 36 fines totaling 568,000 soms were imposed.

10 sanitary orders have been prepared to close the outlets until the identified violations are eliminated.

Maksat Sazykulov, the acting Deputy Mayor of Bishkek, clarified that the proposal to adjust public transportation fares in the city is not an increase in tariffs but an attempt to align the cost of travel with the actual expenses.

Sazykulov highlighted that the cost price for a single passenger's journey is 18.70 soms, whereas citizens currently pay only 11 soms. To ensure the sustainability of the public transport system and prevent it from deteriorating into an aging fleet of buses, it is essential to set fares that at least cover the cost price. He emphasized the need for any enterprise, including public transport, to maintain profitability, ideally at 5-10%, to fund fleet upgrades and ensure passengers have access to well-maintained, new buses.

This fare adjustment proposal applies not only to buses and trolleybuses but also to shuttle buses, as competitive pricing is crucial. Sazykulov noted that with the arrival of new buses, the goal is to phase out minibuses in the city.

To address the rising costs, Sazykulov mentioned considering fare options ranging from 20 to 22 soms, while emphasizing the need to calculate and unify fares across all forms of public transportation. Express or late services may have slightly higher fares. The aim is to provide public transport that runs from 5 am to at least 12 am while retaining benefits for pensioners.

From August 20, public transport in Bishkek transitioned to cashless payments through the Tulpar card. The current fare for municipal buses and trolleybuses is 11 soms, while minibuses charge 15 soms (pensioners have a reduced fare of 8 soms).

The Ministry of Culture, Information, Sport and Youth Policy has declared it made the decision to block TikTok on the territory of Kyrgyzstan.

The decision has been made and forwarded to the Ministry of Digital Development for further implementation in line with the law.

The Ministry of Culture said it received numerous appeals from non-governmental organizations, which are concerned about harmful impact of TikTok social network and its adverse effects on mental development and health of children.

"TikTok immerses the user in the virtual world of short clips. After watching them, teenagers try to repeat certain videos, some of which are life-threatening. In addition, the children's psyche is still unstable, it is only being formed, and such content, causing addiction, negatively affects the emotional state of the younger generation," the Ministry of Culture said.

In this regard, the Ministry of Culture conducted monitoring of content of the given social network and found out that the given platform does not restrict access to information harming health and development of children and lacks the function of age control of its users.

The Ministry of Labor, Social Security, and Migration have finalized the production calendar and working time regulations for 2024.

Under the five-day working week with two rest days, the total working days for 2024 will amount to 250 days.

There will be 8 shortened working days to accommodate upcoming holidays, which include 104 official rest days. Additionally, 4 extra days off - January 8th, April 8th, May 6th, and September 2nd - have been scheduled to coincide with public holidays.

Excluding lunar calendar events like Eid al-Adha and Eid al-Fitr, there will be a total of 12 public holidays:

January 1st - New Year's Day
February 23rd - Defender of the Fatherland Day
March 8th - International Women's Day
March 21st - Nooruz (People's holiday)
April 7th - April People's Revolution Day
May 1st - Labor Day
May 5th - Constitution Day of the Kyrgyz Republic
May 9th - Victory Day
August 31st - Independence Day of the Kyrgyz Republic
November 7th and 8th - Days of History and Memory of Ancestors
January 7th - Christmas (Orthodox Christmas)
In cases where a rest day coincides with a public holiday, the day off will be moved to the next working day after the holiday.

For efficient management of weekends and public holidays by employees, the Cabinet of Ministers of the Kyrgyz Republic retains the authority to transfer weekends to alternate days.

Moreover, pre-holiday shortened workdays are scheduled for February 22nd, March 7th, March 20th, April 30th, May 8th, August 30th, November 6th, and December 31st.

Academic year will begin in all schools of Kyrgyzstan on September 1 and will end on May 25.

Schools will mark the Knowledge Day on September 1.

Bishkek mayor's office has provided details regarding the Tulpar public transportation cards, which are applicable for both trolleybuses and buses.

As previously announced, starting August 20, cash payments will no longer be accepted on municipal buses and trolleybuses. Travel payments can only be made through the Tulpar card in a cashless manner.

The transportation card comes in three categories:

Standard blue card: Available to anyone for a cost of 50 soms, which includes one trip. This card also provides the option to link to an electronic travel pass for a month at 680 soms. The card can be obtained from mobile operator offices, post offices, Tulpar service centers, as well as from trolleybus and bus drivers.

School green card: Designed for city school students, monthly travel pass for 240 soms.

Preferential red card: Issued at no cost to city residents who are pensioners, persons with disabilities, and KyrgyzPost mail carriers on duty.

Starting from August 20, cash payment will no longer be accepted on municipal buses and trolleybuses in Bishkek as part of the mayor's office efforts towards digitalization and improvement of urban public transport.

The city implemented the Tulpar electronic ticketing project in March 2020 to improve the efficiency of public transport. To ease the transition for citizens, the full shift to electronic payment was postponed twice within three years since its launch.

Beginning on August 20, travelers will no longer be able to pay cash for their travel on municipal transport. Additionally, a campaign will be initiated from the same date, reducing the cost of a standard Tulpar transport card from 50 soms to 30 soms when purchased from drivers.

For passengers' convenience, various non-cash payment options will be available, including Tulpar cards (standard, school, and discount), contactless cards from all banks in Kyrgyzstan, NFC virtual cards, QR scanning in apps, entering the transportation code in the Tulpar app.

To facilitate a smooth transition, the Mayor's Office recommends passengers to purchase a transport card and familiarize themselves with the Tulpar system before August 20.

Minister of Education and Science Kanybek Imanaliev has signed the order on organized conclusion of 2022-2023 academic year in schools and safety measures during the year-end ceremonies.

The last bell ceremony will be held on May 25 since 9:00 am.

Administrations of schools are warned against collection of money from parents for ceremonies, organization of other events with participation of school graduates and parents.

Local education departments will arrange meetings with parents to remind them about their responsibility for life and health of students during events held outside schools.

The fifth edition banknotes were released on May 10, the 30th anniversary of introduction of the national currency som, National Bank's spokesperson Aida Karabaeva said.

"We have become the first CIS country, which introduced thet national currency," she said.

The 1, 5, 20 soms banknotes were issued in 1993.

The second issuance of national currency occurred in 1994-1995, when security features were improved.

The third issuance happened in 1997. These are banknotes issued in 2000, 2002, 2004 and 2005. At that time, 1, 5, 10, 20, 50 and 100 som banknotes were renewed.

"200, 500 and 1000 soms banknotes appeared in 2000. The coins were issued for the first time in 2008-2009 - 1, 3, 5 soms. The fifth edition banknotes were released today. This edition is devoted to the 30th anniversary of the national currency," Aida Karabaeva stated.

New banknotes were made with use of the latest technologies, including improved security features, the National Bank said.

Foreign Minister Jeenbek Kulubaev met with Foreign Minister of Pakistan Bilawal Bhutto Zardari on May 5 as part of the meeting of the Council of Foreign Ministers of the SCO member states in Panaji.



The parties discussed issues of bilateral cooperation between Kyrgyzstan and Pakistan, as well as issues of regional security and cooperation, the Foreign Ministry writes.
Kulubaev expressed his confidence that the official visit of Pakistani Foreign Minister Zardari to Kyrgyzstan in June this year would contribute to raising the level of Kyrgyz-Pakistani relations.
The sides confirmed their mutual interest in creating favorable conditions for the development of cooperation in the field of education, energy, pharmaceuticals and the textile industry.
They agreed to resume the activities of the joint Kyrgyz-Pakistani intergovernmental commission on trade, economic, scientific and technical cooperation, the meeting of which is scheduled to be held during 2023.
Attaching high importance to the development of political ties between Kyrgyzstan and Pakistan, the parties discussed the issues of exchange visits at the highest level.

More than 30 educational institutions in Bishkek have received anonymous e-mail messages about allegedly planted bombs this morning.

Students and staff were evacuated, territory was cordoned off.

This is the second time for one week in Bishkek when anonymous reports were sent, similar reports were e-mailed on April 18. Reports were not confirmed. State National Security Deputy Chairman Aibek Shamenov said in Parliament yesterday that accounts from each e-mails are sent are registered in Russia and Ukraine.

The Month of Ramadan (Orozo) will begin on March 23 in Kyrgyzstan, the Mufti's Office said.

The Central Administration of Muslims of Kyrgyzstan said the date may change for a day or two.

The beginning of the month in Muslim calender is determined by the phase of the Moon.

The month of Ramadan is one of the five pillars of Islam. Fasting during Ramadan means abstinence from all food or drink, including water and chewing gum, from dawn to sunset. It is recommended that before sunrise, Muslims eat a prefast meal known as suhur.

All foreign students studying in Kyrgyzstan must purchase a compulsory health insurance certificate. The First Deputy Chairperson of the Compulsory Medical Insurance Fund Klara Oskombayeva announced at a press conference.

According to her, all foreigners in Kyrgyzstan were divided into two categories: students and other people temporarily or permanently staying in the Kyrgyz Republic. The students must necessarily purchase a health insurance certificate, and the issue is not resolved for the rest.

«We are negotiating with the Ministry of Foreign Affairs. Kyrgyzstan is open to many countries in a visa-free regime. It is assumed that foreigners staying in Kyrgyzstan for more than 30 days will have to purchase such a certificate. But this issue is still under development,» Klara Oskombaeva said.

The health insurance certificate for foreign citizens costs 16,391 soms for a year or 8,196 soms for six months.
