NASBE Report: Preparing Diverse, Effective Teachers through Residencies and Induction

A new report from the National Association of State Boards of Education explores the benefits of residencies and induction programs for preparing diverse and effective educators. The report notes that "Many states and districts are reforming teacher preparation and thereby elevating the profession." Written by Don Long, NASBE's Director for Teaching, Leading, and Learning, the paper provides specific examples from states that have made significant strides in supporting residencies and induction.

How have the demographics of the nation's teaching force changed in recent years? "Seven Trends: The Transformation of the Teaching Force - Updated October 2018," by Richard Ingersoll, Elizabeth Merrill, Daniel Stuckey and Gregory Collins, provides data and insight based on the most recent cycle of the Schools and Staffing Survey administered by the National Center for Education Statistics. One encouraging finding (p. 12) is that the public school teaching force has grown more diverse and "the percent of all public school teachers who belonged to minority groups increased...to 19.9 percent in 2015-16."

President Signs Education Department Budget for 2018-19

On September 28, President Trump signed a bill to fund the U.S. Department of Education and other agencies for fiscal 2019. The bill funds the Education Department at $71.5 billion, or $581 million over the fiscal 2018 level. It preserves funding for Title II-A programs, once considered at-risk of being discontinued, at more than $2 billion. It does not address plans to possibly merge the Departments of Education and Labor.

Taking the Long View: State Efforts to Solve Teacher Shortages by Strengthening the Profession focuses on six evidence-based policies that states are pursuing to address their teacher shortages. It also takes a close look at the state of Washington, where policymakers have taken a comprehensive approach to addressing teacher shortages and improving the educator workforce by implementing many of the evidence-based policies described in the report. The report was released August 29 by the Learning Policy Institute.

Regrouping NAAC's Regions

On September 22-23, the NAAC Board of Directors met in Washington, DC. Among other issues, the board discussed the distribution of states across the five NAAC regions. To more evenly distribute the states, the board voted to make some changes to the regional groupings. The new composition of the regions are:

Region 1: Alaska, Arizona, California, Guam, Hawaii, Idaho, Montana, Nevada, Oregon, Utah, Washington, and Wyoming

Region 2: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin

Region 3: Alabama, Arkansas, Colorado, Louisiana, Mississippi, Missouri, New Mexico, Oklahoma, and Texas

Region 4: Florida, Georgia, Kentucky, North Carolina, Puerto Rico, South Carolina, Tennessee, Virginia, Washington DC, and West Virginia

Region 5: Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, and Vermont

New NAAC Course To Help Candidates Explore Teaching

NAAC is putting the finishing touches on a new online course designed to provide prospective educators with an understanding of twenty-first century teaching. The course, Exploring Teaching as a Career, can be used by educator preparation programs to screen prospective candidates and help potential teachers reflect on the commitment and skills needed to be successful in the profession. Giving Students Voice in State Government

National Teacher of the Year Mandy Manning will be the keynote speaker at the 2019 NAAC annual conference. Manning teaches English to newly arrived immigrants and refugees at Joel E. Ferris High School in Spokane, Washington, where she uses experiential projects like map-making to help her students process trauma, celebrate their home countries and culture, and learn about their new community. Manning has hosted more than 160 teaching candidates in the Newcomer Center at Ferris High, and district leaders, school board members and legislators are frequent visitors to her classroom. A Nationally Board Certified educator who has been teaching for 18 years, Mandy Manning started in education as a paraeducator and then became a teacher through an alternative certification program at West Texas A&M University.

As the 2018 National Teacher of the Year, Manning will spend a year traveling nationally and internationally to represent educators and advocate on behalf of teachers. Teaching: Respect but dwindling appeal

PDK Poll of Public Attitudes Toward Education in America

On August 27 the results of the 50th annual PDK Poll of the Public's Attitudes Toward the Public Schools, including questions about attitudes toward the teaching profession, were released. A discouragingly high number - 54 percent - of American parents polled said they would not want their child to become a teacher. The results also indicate that two thirds of parents believe teachers in their community are underpaid, and three-quarters say they would support their local teachers in striking for higher pay.

FY19 Education Funding Bill Clears Senate

On August 23, the Senate Appropriations Committee passed legislation to fund the U.S. Department of Education for FY19. The bill increases the Department of Education funding to $71.6 billion, a $540 million increase over FY18 spending. The package, which also funds the Department of Defense, Labor, and Health and Human Services, now goes to conference negotiations with the House of Representatives.
