Guidance for Common Prior Approval Requests under IDEA Parts B and C

The Office of Special Education Programs (OSEP) has just released a new guidance document entitled "Guidance for Common Prior Approval Requests under IDEA Parts B and C." Access the document here: https://bit.ly/3CEEeLm

This guidance provides a summary of the approval process and requirements for three common categories of direct costs for which State agencies must obtain prior approval before using Federal funds under the Individuals with Disabilities Education Act (IDEA): 1) equipment expenditures; 2) participant support costs; and 3) revision of cost items within budget and program plans. This guidance updates prior guidance using the Uniform Guidance and brings together guidance on all three prior approval cost categories in one document.

In this virtual session, staff from the Virginia Deaf-Blind Project will be diving into early communication and how to use your child’s movements, interests, and behaviors to engage in a meaningful conversation. In this session, we will take a look at how early communication develops, practice communication strategies and discuss what it means for your child. A child with a disability typically faces the same disciplinary actions as every other student in a school, including suspensions. Having a 504 Plan or an IEP means that special considerations may apply to disciplinary actions the school can take in certain circumstances, which gives kids with disabilities additional rights. Sometimes it is required that a manifestation determination review (MDR) meeting be held to decide the next steps.

What is an MDR? How do I prepare and represent my child at the meeting? Do I need a lawyer? What are my rights? These and other questions will be answered during this interactive two-part webinar series.

Did you know?

There is a difference between a medical diagnosis and an educational label for special education services. A medical diagnosis is from a trained medical professional. A disability educational label means that your child has been identified as having one of the 14 disabilities identified as eligibility categories in the federal Individuals with Disabilities Education Act (IDEA). In order to be eligible under IDEA, the student must have one or more of the IDEA specified disabilities and be in need of specially designed instruction.

This training was developed as a follow up for PACL graduates and allows them to report on how they have been able to use our PACL training to effect change. It is very important, when expressing concerns about your child’s educational services or when requesting something from the school division, that you do so in writing. That way, you have a record of your request.

Sometimes it can be hard to know exactly what to include in your communication with the school division. To make things easier, PEATC has developed a series of sample emails/letters in a variety of areas that you can use as the basis for your request(s). The templates include the basic information that may be important to communicate and point out where you should put in personal details about your child or the particular situation or request.

Of course, you can change these templates in any way you want. They are simply an additional resource available to you to hopefully make the process of communication with your school team easier.

Building Strong Parent Advocates

PEATC, in collaboration with the VDOE, invites families to join us in our online training course, Building Strong Parent Advocates.

Families of children receiving special education services find themselves in a world filled with complicated policies, confusing acronyms and terms, and piles of paperwork. Often families find themselves looking for information and background knowledge to help them better support their children through the Individualized Education Program (IEP).

The Building Strong Parent Advocates training provides information to help families build a solid foundation to understand the special education process while empowering them to be their child’s best advocate. The training will take approximately 6 hours, and can be accessed anytime during the 3 weeks of April 3, 2023 through April 23, 2023.

The IEP process can be difficult and stressful. Everyone comes to the IEP table with thoughts of their personal responsibilities, perspectives, and individual concerns. IEP meetings can be places of high anxiety and there are occasions when conflict may erupt as a result of managing emotions while simultaneously following policy and procedures. PEATC, in collaboration with VDOE, has developed IEP University (IEPU) to help provide families and professionals with accurate and useful information around IEP development and meetings. IEPU is a self-paced online training with easy-to-understand guidance on the special education process, the IEP document, and ways to develop collaborative relationships among schools and families. IEPU will target practical strategies aimed at helping future IEP meetings be more positive, productive, and collaborative for everyone involved.

A certificate of completion for 6 hours will be provided for all who complete the training. The training will take approximately 6 hours and can be accessed anytime during the 3 week time frame.

Individuals with intellectual and developmental disabilities (IDD) are often not included in discussions around sexual health and wellness. In fact, many people don't view individuals with IDD as sexual beings, but we are all sexual beings.

It is critical for youth with disabilities to develop self-care skills, cultivate social skills, gain an understanding of appropriate behaviors, increase personal safety, and work toward becoming a more independent adult.

This training will provide information for parents/guardians of students with IDD and the professionals that work with them to offer practical tools and strategies along the journey.

Our Story

The Parent Educational Advocacy Training Center (PEATC) is the parent information and training center serving families and professionals of children with disabilities in the Commonwealth of Virginia. PEATC promotes respectful, collaborative partnerships between parents, schools, professionals and the community that increase the possibilities of success for children with disabilities.

PEATC began its proud history of building partnerships to create improved educational opportunities for children with special needs with one family, one child and a courageous school administrator. Sometime in 1970, the parents of Danny Chitwood approached Win Anderson, the Director of Resurrection Preschool, about the possibility of allowing their son with disabilities to attend classes with the other students at their school. Following Danny's successful inclusion, Win and the Chitwoods were inundated with questions from other families who wanted information about advocating for their children under IDEA, the new special education law.

Responding to this pressing need, Win Anderson and Steve Chitwood began a remarkable journey that ultimately touched the lives of thousands of families through the creation of PEATC, the Parent Educational Advocacy Training Center. Founded in August of 1978 as a 501 (c)(3) nonprofit organization, PEATC has become a leader in education support, training and advocacy providing information to families and professionals throughout the Commonwealth of Virginia and beyond.

Our website provides information to a worldwide audience. At PEATC, we don't just talk about partnerships; we've been living them for over 30 years.
