Children's Forum


Learning to read and write letters is fundamental. Around 2 years, children start showing interest in learning alphabet letters. Some children learn early English letters, others repeat and take time to learn the letters.

There are two levels of “knowing” ABC.

The first is being able to sing them in the song… The second, and more important is being able to IDENTIFY the letters. First that will likely be the letters in the child’s name.

They should learn both capital and lower case. Then they should also learn the SOUNDS for each letter.

I just spoke with the Office of Early Learning to get clarification regarding the governor's press conference yesterday. Based on the press conference, SR/VPK will get additional emergency closure days, allowing our programs to be fully funded IF WE CLOSE ENTIRELY.

However, if like us, you are trying to offer limited care, focusing on the children of essential personnel (healthcare workers, etc.), you will not be able to cancel just your VPK classes and still receive funding.

The Office of Early Learning is working on creating the new policies. I just sent a detailed email requesting them to allow us to operate in a limited capacity and still receive the emergency closure funding.

This is a time for all child care providers to advocate for our children, our families, and our programs.

Please help our program protect Florida's most vulnerable population while still serving the children of health care providers, first responders, and other positions essential during this health care crisis.

We are asking the Office of Early Learning to implement the following policy changes:
* Extend emergency closures days for VPK and SR, as stated in yesterday's press conference, with full funding for providers so that we can keep our staff members employed.
* Allow centers to have partial closures and still use those emergency closure days for VPK/SR so that we can limit group size in each classroom.
* Provide additional guidance for health and safety (such as specifics for well child checks, extra sanitation, lower group sizes to limit transmission, limiting intermingling of groups, etc.).
* Require programs to be fully licensed and to follow child care licensing guidelines for ratios / group sizes, etc,to ensure the health and safety of each child. This is not the time to loosen regulations and allow more children to be crowded into classrooms.

Our Policy Fellows had a lot of fun while visiting the Capitol today. They are part of the Forum's Early Childhood Policy WORKS Advocacy Fellowship (ECPWAF) program that guides novice early learning advocates through the legislative process and how the system works. Through a series of in-person and virtual meetings, the Fellows will be equipped and empowered to serve as change agents in local, state, and national conversations around issues of early childhood and the early learning workforce. They will "graduate" as advocacy experts during Children's Week in March 2023. We can't wait to see them in action!

The Children's Forum is pleased to announce that Liz Randall, Statewide Director of Help Me Grow Florida, has been selected to serve as a CDC Act Early Ambassador to Florida. Act Early Ambassadors work with CDC’s Learn the Signs. Act Early. program to improve early identification of developmental delays and disabilities so that children and their families can access needed services as early as possible. Since 2011, professionals with medical, child development, developmental disability, special education, and early intervention expertise have been selected to serve as a state or territorial point-of-contact for the national “Learn the Signs. Act Early.” program; support the work of Act Early Teams and other Florida-specific initiatives to improve early identification of developmental delay and disability; and promote the adoption and integration of “Learn the Signs. DC Announces Free Health Insurance for Child Care Workers and their Families Despite a strong presence from the home visiting workforce and participants throughout the FY23 budget season and, most recently, in-person at the Wilson Building, the DC Council will not include the $369,150 increase to DC Health’s home visiting programs this year – as Under 3 DC requested.


We hope our friends in the after school and youth development workforce are able to attend the Florida Afterschool Network Public Policy Forum Spotlight Session that includes a legislative discussion on 2023 initiatives. Erin Brookerd Smeltzer, president and CEO of the Children's Forum will facilitate the discussion!
