The City of San Diego is now allowed to clean up encampments along freeways near downtown under a one-year pilot program agreement with Caltrans.
Under the deal, city workers can go onto state property to clear trash and debris from encampments; the state will reimburse San Diego for up to $400,000 of its cleanup costs.
