Lubbock-Cooper West PTO membership is automatic for all parents or legal guardians of students enrol

The purpose of the West PTO is to
- promote the welfare of children and youth in home and school communities,
- bring closer the relationship of home and school so that parents and teachers may cooperate intelligently in the education of children and youth, and
- develop a united effort to secure the highest advantages in the physical, mental, and social development of children between educators and the general public.

Today's bylaw excerpt: Article VII - DUTIES OF OFFICERS; Section 5: All officers shall perform the duties prescribed in these bylaws and those assigned from time to time. Upon the expiration of the term of the office or in the case of resignation or termination, each officer will surrender all records, books and other materials pertaining to the office to the co-chairs immediately. All funds belonging to West PTO will immediately be returned to the treasurer.

Today's bylaw excerpt: Article VII - DUTIES OF OFFICERS; Section 4: When an officer fails to fulfill the responsibilities of the office as prescribed in the bylaw or standing rules, or engages in conduct which the Leadership Board determines to be injurious to the organization or its purposes, the Leadership Board may, by unanimous affirmative vote, take such action as it determines appropriate, which may include asking for the resignation of the officer.

Today's bylaw excerpt: Article VII - DUTIES OF OFFICERS; Section 3: The secretary shall:
a. Keep an accurate record of the proceedings of all meetings of the organization and the Leadership Board.
b. Be prepared to refer to the minutes of previous meetings.
c. Record all expenditures in the minutes.
d. Keep a current copy of the bylaws and standing rules.
e. Conduct all necessary correspondence of the organization upon authorization of the co-chairs, Leadership Board and/ or organization.
f. Verify that those persons who have been nominated for office are eligible and that they have signified their consent to serve if elected.
g. Notify officers of their election and nominees of the election results within 24 hours of the election conclusion. Nominees who are not elected should be contacted first.
h. Keep a register of the phone numbers, mailing addresses and electronic addresses of each member.
i. Perform all duties relevant to the office of secretary and such other duties as may be assigned by the officers, Leadership Board and/or organization.
j. Ensure that members of the organization are notified of all West PTO members.

Today's bylaw excerpt: Article VII - DUTIES OF OFFICERS; Section 2: The treasurer shall:
a. Act as the principal accounting and financial officer of West PTO.
b. Have charge of and be responsible for the maintenance of adequate books of accounts for West PTO.
c. Review books of accounts and records including, but not limited to, bank statements, budget, receipts, invoices and paid receipts monthly.
d. Have charge and custody of all funds and securities of West PTO and be responsible for receipts and disbursements.
e. Pay all bills as authorized by the Leadership Board and Organization.
f. Keep the membership informed of expenditures as they relate to the budget adopted by the organization.
g. Present a statement of account at every meeting of the organization and the Leadership Board, and at other times when requested by the organization.
h. Perform an annual financial report to the organization which includes gross receipts and disbursements for the year. This should be presented at the final meeting of the year, usually held in May.
i. Preside as the chairperson of the finance committee. (See article IX, section 3)
j. Perform all the duties relevant to the office of treasurer and such other duties as may be assigned by the officers, the Leadership Board and/or the organization.

Today's bylaw excerpt: Article VII - DUTIES OF OFFICERS; Section 1:
The co-chairs shall:
a. Coordinate the work of the officers and committee leaders of the organization.
b. Direct the business and affairs of West PTO and be responsible for carrying into effect all resolutions and directives of the organization and Leadership Board.
c. Preside at all meetings of the organization and attend the Leadership Board meetings.
d. Be an automatic member of all West PTO committees.
e. Be the official representatives of the organization as it pertains to school-related events.
f. Obtain approvals from the principal for all newsletter, flyers and/or notices prior to distribution to the faculty, staff and student/parent body.
g. Review all contracts and/or legally binding documents and obtain approval from the organization
h. Act as an authorized signer on all bank accounts.
i. Perform such other duties as may be prescribed in these bylaws or assigned by the officers, Leadership Board and/or organization.

Today's bylaw excerpt: Article VI - OFFICERS & THEIR ELECTIONS; Section 5:
Officers elect will officially take office June 1st. However, to ensure a successful term of the office certain responsibilities begin as soon as the new officers are elected.
a. Co-chairs elect should confer with the school principal and call Leadership Board meetings of the board-elect as necessary to plan for the coming year.
b. Officers-elect may hold brainstorming session(s) to establish organizational goals, review past activities, set realistic expectations and prioritize projects for the next year.
c. Officers-elect should evaluate current committee leader vacancies and start recruiting.
d. Officers-elect must attend the final organization meeting of the year, usually held in May, to prepare for the next year’s events.
e. Outgoing officers will give all records, books and other materials to the officers-elect no later than May 31st.
f. Outgoing officers will turn in all West PTO funds to the treasure-elect no later than May 31st.
g. Officers-elect will become familiar with the current bylaws and prepare amendments, as needed, to present to the organization for approval at the last West PTO meeting of the year.

Today's bylaw excerpt: Article VI - OFFICERS & THEIR ELECTIONS; Section 4:
Officers will serve for a term of one year or until their successors are elected. An officer may not hold more than one office at the same time. An officer is limited to two consecutive terms in the same office. If an office remains without a candidate at the time of election, a member of the organization may nominate the previous year’s officer regardless of term limits. The candidate must signify their consent to serve and must be elected by a majority of votes cast during the election. If an office remains unfilled after election, it will be considered a vacant office to be filled by the incoming Leadership Board.

Today's bylaw excerpt: Article VI - OFFICERS & THEIR ELECTIONS; Section 3:
Election will be held by ballot. Ballots may be submitted in person at the annual election meeting or via electronic Ballot by April 30th. Electronic ballots will be available as of the date of the meeting. A majority of votes cast for a nominee will constitute election of that nominee into the corresponding office. All ballots will be counted by the principal and assistant principal. If there is but one nominee for any office, the nominee’s name will appear on the ballot signifying that the nominee will assume the office due to running unopposed.

Today's bylaw excerpt: Article VI - OFFICERS & THEIR ELECTIONS; Section 2:
Nominations for officers may be submitted by any parent or legal guardian of West students and any faculty or staff member of West. Only those persons who are eligible and who have signified their consent to serve if elected will be nominated or elected for office. Prior to the annual election, the secretary or a co-chair will notify the membership via written/ electronic notice the names of each candidate nominated for office. This notification will occur at least five days prior to the election. Sitting officers must make request for nominees at least five times prior to the election. Requests must be made at least 7 days apart. Sitting Officers must notify board of intended departure by March 15th.

Today's bylaw excerpt: Article V - MEETINGS OF MEMBERS; Section 4: Each member of West PTO is entitled to vote on each matter submitted to a vote of members. The privilege of making motions, discussing and voting are limited to members of West PTO who are present. A majority vote will approve or decline each motion. A majority of votes by the members will be defined as more than 50% of the votes cast by present, voting members.
