You know what they say... Practice makes perfect! The staff at UnityPoint Health Hospital did exactly that. They practiced what to do if a baby is being surrendered to them. In Wisconsin babies can be surrendered up to 72 hours old as long as they are unharmed and no one is forcing them to give up the baby. A baby can be surrendered to Hospitals, EMS staff, or Police Officers. Do you know the law is in your state? The age of the baby, the locations, and the resources, vary from state to state. Another great story from the headlines! Safe Haven is expanding beyond the United States. Though often referred to as Hope's Cradle safe surrender it is the exact same concept as Safe Haven. The first Hope's Cradle site in Manitoba, Canada will be in Landmark Hill. This is only the second site in all of Canada. Expansion, education, accessibility, and resources are the key saving the babies. Two years later the child returned with their adoptive parents to the same firehouse to meet the Firefighters. Emily Douglas will be speaking at our 2022 virtual conference. She joined the Montclair State faculty in fall 2020 as full professor and chair of the Department of Social Work & Child Advocacy. Her research focuses on the program and policy implications of issues that address child and family well-being, largely in the areas of family violence: fatal child maltreatment, under-represented victims of partner violence and help-seeking, children’s exposure to partner violence, corporal punishment, family disruption, and the connection between research and policy. Dr. Douglas is the author of 60+ peer-reviewed publications, 4 books, and she presents annually at domestic and international conferences. Dr. Douglas has spoken at the State Houses in Maine, Massachusetts, and Connecticut and before a Congressionally-created committee focused on children’s deaths. She is a former Congressional fellow, sponsored by SRCD/AAAS; during this time, she held a position in the U.S. Senate where she was the lead author on an investigation concerning for-profit foster care.

Joining the list of speakers for our 2022 virtual conference is Lori Bruce. She is an ethicist at Yale University’s Interdisciplinary Center for Bioethics. She is the Co-Director of the Adult Ethics Committee at Yale-New Haven Hospital and the founder and chair of the Community Bioethics Forum at Yale School of Medicine, a committee which amplifies the voices and values of community members within health policy. She has written and enhanced scores of medical and health policies including state laws on informed consent (such as CT’s 2022 law requiring explicit consent for intimate exams) and policies related to prescription drug use, end-of-life, and organ allocation. Much of her work focuses on transparency and community inclusion with an emphasis on structured methods for ethical policymaking, covering a broad range of topics including infant abandonment laws, ethics of psychedelic medicine, end-of-life issues, COVID-19 allocation protocols, and brain death. Lori also directs the Summer Institute in Bioethics, an international program for physicians, legal scholars, philosophers, and students interested in ethics of health policy and medicine, and she teaches courses on bioethics & health policy to promote more ethical policymaking. Her graduate degrees are in bioethics from the Icahn School of Medicine at Mount Sinai and neuroimaging from Boston University’s School of Medicine, with an undergraduate degree from Carnegie Mellon and advanced policy education from the Harvard Kennedy School and Northwestern University. Her writing appears in popular press (including the New York Times and Huffington Post) and academic journals (including the Hastings Center Report, the Journal of Medical Ethics, and the American Journal of Bioethics). She is also an Adjunct Professor at the Bioethics Program at the Icahn School of Medicine at Mount Sinai, a Contributing Editor for the Hastings Center, and a member of the Pediatric Ethics Committee at Yale-New Haven Hospital.

She is the author of forthcoming American Infanticide: Sexism, Science, and the Politics of Sympathy (Rutgers University Press, 2023) and Tough on Hate? The Cultural Politics of Hate Crimes (Rutgers University Press, 2014) as well as articles in Critical Criminology, Symbolic Interaction, Teach Sociology, The Qualitative Report, Sport and Society, and the Journal of American Studies. She is a senior lecturer at Dartmouth College and mother of two. She will be speaking about the issues surrounding infanticide.

We are happy to report a Safe Haven success story out of Las Vegas. A baby girl was safely surrendered at a fire station in Las Vegas and was reported to be in good health. We are so grateful that this mother made the difficult decision to use Safe Haven.

The National Safe Haven Alliance (NSHA) supports state efforts to prevent infanticide and newborn abandonment through safe-haven relinquishments. NSHA is dedicated to reaching these women and encouraging them to make the right choice for themselves and their babies, whether it is a safe-haven relinquishment, adoption, or parenting.

The National Safe Haven Alliance works to publicize safe havens laws so at-risk women know that this compassionate alternative exists for them and their newborns.

National Safe Haven Alliance Projects:
To achieve its mission of promoting infant abandonment laws and to support state efforts to prevent infanticide, the National Safe Haven Alliance has created the following: celebrity-endorsed public-service announcements; a crisis counseling hotline; customizable brochures, posters, and educational materials; a speakers' bureau; expert training on building safe-haven programs; an up-to-date compilation of safe-haven statistics, state laws, and safe-haven organizations and programs; media outreach; websites for state organizations.

Sign Project
In addition, NSHA is in the process of installing signs at hospitals across the United States that identify them as "Safe Haven Locations" where babies can be safely relinquished.

Mothers in Need
NSHA has also spent the last year developing a small fund to assist mothers in need who may utilize the Safe Haven program.

BABY SAFE HAVEN - ABANDONED INFANT PROTECTION LAWS
About Safe Haven Laws:
Every state has a law in place to allow an unharmed infant to be relinquished to the proper authorities, no questions asked. The National Safe Haven Alliance works with states to promote these laws and increase public awareness that options exist. Together, the Alliance and states work together to save the lives of innocent infants and to protect the lives of their mothers.

Since the first safe-haven law was enacted in Texas in 1999, all U.S. states and the District of Columbia have passed safe-haven legislation, and every state has reported lives saved through the existence of these laws. Due to less-than-perfect-reporting methods, we are unsure of the exact number but know that in the past decade, these laws have saved well over 1,000 infants.

The Problem:
The late 1990s had a surge in infant abandonments, many resulting in the death of these innocent babies. In response to these incidents, a movement erupted to allow parents to relinquish custody of unharmed newborn infants without fear of prosecution. At the time, parents risked criminal prosecution for neglect or abandonment.

The Solution
"Baby Safe Haven" laws or infant abandonment laws were created to remove the potential for prosecution so long as children were given unharmed and given to proper authorities. Since the first law was adopted in Texas in 1999, each state across the US has enacted a Safe Haven law. While each state's law is different, they all ensure the safety of newborn infants and the protection of parents who decide to properly relinquish their child.

Today
Safe Haven laws have been remarkably successful. Unfortunately, babies are still illegally and unsafely abandoned, in part because women do not know that they have another option. It is important that these laws are widely promoted and that women in need are informed that they are not alone.
