Philliber Research & Evaluation is an independent research and evaluation firm.

Founded in 1987, Philliber has evaluated hundreds of programs across the United States and abroad. Philliber has a multi-disciplinary team of researchers, program evaluators, data analysts and support staff at offices in New York, Washington D.C., and California. Each of our evaluation projects is supervised by a senior staff member with a Ph.D.-level degree. We serve: human service organizations (education, health, and social services); arts and cultural institutions (performing arts, museums, and media programs); funders of programs (foundations, government agencies, and other philanthropic associations); and other firms and businesses seeking to improve organizational effectiveness.

Study suggests theater instruction can help English skills

Kids on Campus


According to Philliber Research Associates, Kids on Campus impacted the community in 3 major ways.

"Kids on Campus improved academic performance from Spring to Fall.
•21% of the participants, but only 10% of the non-participants, improved their writing grades.
•24% of the participants, compared to 17% of the non-participants, increased their reading grades.
•23% of the particpants, but only 18% of the non-participants, improved math grades.

Kids on Campus prepared its participants for the spring proficiency assessments.
•Participants taking the CTBS/Terra Nova who had been in Kids on Campus two or more years were more likely than one year participants to show higher scores in the areas of reading, math, citizenship, science, and writing.
•On the Ohio Proficiency-Based Assessments, Kids on Campus participants who had attended two or more years were more likely than one year participants to be proficient in reading, math, citizenship, science, and writing.

Kids on Campus allowed parents of participants to be employed during the summer of 2000.
•Of those parents whose children were new participants this past summer, 76% of the parents had planned to be employed during the summer of 2000. The previous summer, 41% of these same parents indicated that they took care of their children while they were out of school."

Philliber Research and Evaluation (Philliber), is an independent research and evaluation firm that specializes in program evaluation to help improve organizational performance. Founded in 1987, Philliber started when Susan Philliber began helping clients with their evaluation needs as a consultant. The requests became larger in scope and Susan eventually had to hire her first data entry employee. The company grew out from the small office in her home to be a successful respected independent evaluation company.

Philliber has partnered with hundreds of programs across the United States and abroad. Philliber has a team of multi-disciplinary researchers, program evaluators, data analysts and support staff. The home office is in Accord, New York (90 minutes north of New York City), with satellite offices in Cincinnati, Portland, and Sacramento.

Philliber has successfully worked with hundreds of non-profits and foundations to help develop innovative techniques to measure outcomes and inform their decision making. They are skilled in many different types of research designs, measurement techniques, and forms of data analysis. Their experience includes programs in education, prevention of unintended pregnancies, healthcare, youth development, media, arts and culture, college access and continuation, social services, and other substantive areas. A few of their most recent clients include Girls Inc. of NYC, Leadership Enterprise for a Divers America (LEDA), Cleveland Playhouse, International Center for Journalists (ICFJ), the Northwest Coalition for Adolescent Health, the Rock & Roll Hall of Fame, and SUNY Ulster Community College.

Their philosophy and approach is based upon the belief that research and evaluations are made stronger through the collaborative involvement of key stakeholders and open communication.
