IPPIS: Vice chancellors behind ASUU's opposition, FG alleges

The federal government has accused vice-chancellors of public universities of being behind Academic Staff Union of Universities, ASUU’s action opposing the implementation of Integrated Payroll and Personnel Information System, IPPIS, in universities.

The government which likened ASUU’s opposition to the scheme as “Voice of Jacob and hand of Esau”, insisted that university lecturers were mere frontrunners for the vice-chancellors, who it said, wanted to thwart the implementation of the scheme in the university to cover up their age-long fraud.

But the government vowed that it was pressing ahead with the implementation of the scheme in the universities no matter the opposition by the university lecturers, saying time was up for their sponsors to be exposed through the system.

It claimed that it had uncovered monumental fraud in the employment of university staff by the vice-chancellors, saying it was computing the records to take necessary action.

The development, it said, necessitated its insistence that implementation of the IPPIS scheme must cover the university system contrary to strong resistance by ASUU.

The government which claimed it had in its ongoing investigation, uncovered fraud where the university heads

injected fictitious names of employees in the employment registers of their various institutions and used the same to draw money from it for long, expressed optimism that more than half of the nation’s public universities’ vice-chancellors would be found wanting in the act when the exercise is wrapped up.

But he preferred his identity in secrecy because according to him, he was not given the mandate to go public on the issue.

“You think university lecturers would just ordinarily come out like that to oppose government’s mode of payment? What is their own? After all, they are mere employees of government,” he said.

He spoke further: “Vice-chancellors over the years have been engaging in employment rackets. All these years, they were just presenting the lists of their staff without government verifying the authenticity or otherwise. The IPPIS is about exposing them and they know the implications and that is why they are using lecturers to stop it so they can continue their old ways.”

“But as a government, we are resolved to push ahead to the success of the scheme in the nation’s ivory towers no matter the position of ASUU and half of the vice-chancellors will not escape punishment,” he vowed.

All efforts made to get the reaction of ASUU failed as its president, Biodun Ogunyemi, neither picked calls made to his known mobile lines nor responded to a text message sent.

Recall that the Permanent Secretary, Ministry of Education, Sonny Echono, had recent alleged massive corruption in the nation’s public varsities.

Echono said ASUU’s opposition to the IPPIS, was to cover the fraud being perpetrated in the universities, vowing that the government would not succumb to pressures from any quarter to drop implementation of the scheme in universities.

He had said: “I can tell you, there is massive fraud going on there. There is hardly any university that is an exception. We will not have the record for state universities but you can imagine if it is a pattern.

“It is not unique to universities, before IPPIS we were having similar problems in the public service.

“People will tell you, I have 1,000 staff but in real terms is only 500 that you have. In fact, when we now migrate to IPPIS, you are journalists, you should know that there were so many secret recruitments just to see how to put their names because of the gap.

“If you have been claiming 1,000 and you have only 500 names somebody would look at it and say where are these millions going to every year. Many have not been able to fill all the gaps because they also have some challenges.

“If you recruit somebody today, you cannot put him on the nominal roll two years ago. So if you ask them for the nominal roll three years ago, there are two things you can do, is either you give us the correct thing which will show that you didn’t have them or you go and put fake names there now and tell us that those people were there before but they left. And if you go and put fake people, this can be verified.

“The system check by the ICPC was launched by the President and it is in the public knowledge. In the report, they mentioned Constituency projects in National Assembly as a major source of fraud but our own it is the payroll system and Internally Generated Revenue (IGR) in universities.”

ASUU donates intervention materials to fight coronvirus.

PRESIDENT, Academic Staff Union of Universities (ASUU), Biodun Ogunyemi on Tuesday flagged off ASUU intervention materials to sensitise the public and check the spread of the dreaded coronavirus at the University of Ibadan.

The intervention materials produced by the University of Ibadan Chapter of the union include over one thousand 100ml of Handsanitisers, sensitisation jingle in Pidgin and English languages, posters in three major languages and hand gloves.

While addressing the press at the University of Ibadan, ASUU President, Prof Biodun Ogunyemi who was represented by the Zonal Coordinator of Ibadan Zone, Prof Ade Adejumo said the union has made her members available to help in checking the menace of COVID-19.

The president called on federal and state governments to work with Nigerian scientists, researchers, epidemiologists to flatten the curve of the spread.

He maintained that Nigeria must do what China has done to reduce the ravaging effects of the virus.

“We cannot confront the challenge by bemoaning our fate. What is expected is that we join forces to do what China and other well-organised societies have done to “flatten the curve”. ASUU acknowledges that public Information, Education and Communication (IEC) is key to success, backed up with access to health facilities and basic medicaments.

To demonstrate our concerns for the welfare and well-being of the Nigerian people, ASUU members nationwide shall be willing to work with medical and paramedical workers as volunteers in their public enlightenment and professional intervention initiatives. All our branches shall explore areas of strategic collaboration with federal, state and local governments to provide support in terms of information and expert skills drawn from our membership across the nation

In his address, the Chairman, UI ASUU, Ayo Akinwole said despite being owed two months of salaries, the union will not abandon her people through making interventions.

He said that the current predicament has further validated ASUU’s call for appropriate funding of public education and infrastructure.

According to him, the intervention materials will be distributed to University College Hospital (UCH), Nigeria Union of Journalists (NUJ), University health center, Oyo State Ministry of Health among others.

Akinwole maintained that a government who budgeted N46billion for health in 2020 budget can now see that there is need to fund public health and education to be able to achieve national security.

“As part of the Nigeria crisis, occasioned by the bad governance and criminal abandonment of the constitutional responsibility of public purpose, it was not surprising that our health facilities were not equipped and staffed to respond to emergencies such as the Coronavirus pandemic otherwise called COVID-19. All kits donated by China Billionaire, Jack Ma foundation must be distributed to centers to conduct more tests,” Akinwole noted.

Things may get worse, FG tells Nigerians

The Federal Government says it is hoping for the best in its efforts to contain the coronavirus pandemic.

The Minister of Information, Lai Mohammed, said this at a press conference in Abuja today.

The minister said the government was prepared for the worst.

According to him: “The truth is that things may yet get worse than it is now, hence the need for all hands to be on deck.”

He said tougher decisions might yet be on the way to contain the disease, “but whatever decision is taken will be in the best interest of Nigerians.

“We want to appeal to Nigerians to continue to support the efforts of the government at all levels to defeat this
coronavirus.”

The minister said; “those who will not cooperate by submitting to the authorities, as required, the government will use all lawful means at its disposal to trace and bring them in.

“Having now shut our gateway airports, the biggest assignment for us is contact tracing to find all those who may have come into contact with those who have the disease.”

ASUU Strike Update Today (Monday): ASUU Shows Grievance, Says FG is Unconcerned

The Academic Staff Union of Universities (ASUU), has today revealed that the Federal Government has not showed any sign of settling the issues that made the Union to embark on the two-week warning strike.

The Union is demanding that rather than force universities to embrace the IPPS system, the Federal Government should work at addressing the deficiency and decay in the university system.

The union also warned that it would sanction its members who had gone ahead to enrol in the system, despite instructions from the national body.

Both ASUU and FG were to reconvene today but the scheduled meeting became void after the Senior Staff Association of Universities, SSANU, also joined in the rejection of IPPS.

As it stands, the strike is very much active. Campus Catch NG fear that ASUU might embark on an indefinite Strike 'if' FG continues to display reluctancy.

ASUU STRIKE UPDATE

"WHAT WE TRULY NEED TO CALL OFF STRIKE" UNION LEADERS

16th of March

The Academic Staff Union of Universities amidst various grievances with the federal government's refusal to pay February salaries and deviation from the earlier agreed memorandum of understanding over the years embarked on a two weeks warning strike to air their views and displeasure over the actions of the Federal Government.

Union leaders have proposed a new system of payment that will favour union members and help the Federal Government to bring an amicable understanding between both parties with regards to the strike action.

The system called University Transparency and Accountability Solution (UTAS). The systems promises to fraud and corruption free.

National President of ASUU, Biodun Ogunyemi, said the National Executive Committee of the Union will review the conditions for the integration of UTAS into IPPIS.

The long standing history of ASSU strikes stem from the poor funding of public Universities by the Federal Government.

Every time the dispute boiled over to strike by the teachers, negotiations between the two parties always produced agreements.

However, the government’s failure to meet the teachers’ expectations within the context of the agreements have been a primary reason ASUU has been on strike almost every year since 1999.

ASUU, called for an immediate review of the promises made by government to address the dilapidated and deplorable infrastructures and alleviate the bad state of education system in Nigeria, and demanded that such should be respected.

The current situation has been made worse by apparent government intruding in the present day management and administration of universities.

LATEST UPDATE ON ACADEMIC STAFF UNION OF UNIVERSITIES (ASUU) STRIKE

The House of Representatives has invited the leadership of the Academic Staff Union of Universities (ASUU) ands the ministries of Labour and Education, over the ongoing warning strike by the university lecturers.

This is part of the resolution reached on Tuesday plenary sitting, following a motion of urgent public importance raised by a member of the chamber, Hon. Dachung Bagos .

Dachung said there was an urgent need for the house to intervene in the rift between the Federal Government and ASUU over the Integrated Payroll and Personal Information System (IPPIS) and other underlying issues.

Some of the lawmakers decried that if the issue was not resolved , ASUU would embark on an indefinite strike at the end of the warning strike.

They described the industrial action as a national embarrassment , saying the students were always at the receiving end when lecturers go on strike.

We hope that, with the intervention of the lawmakers , the warning strike will not lead to indefinite industrial action .

1. Imposition of IPPIS: IPPIS Integrated Payroll and Personal Information System, i think this IPPIS system is a new system introduced to ASUU staffs for the easy payment of their salaries, according to our research, the federal government of Nigeria has impose this IPPIS on ASUU staffs since October last year (2019) but ASUU oppose this IPPIS on their staff, this one of the reason why the academic staff embark on strike for the government to stop the imposition over the IPPIS system.

PRESS RELEASE
At about 10am or thereabout yesterday; Sunday the 6th day of October 2019. The president received an emergency call reporting an incident happening at the school gate. A commercial tanker driver and his assistant had been involved in a verbal exchange with 2 female students who had cautioned him on his manner of driving. The driver infuriated by the occurrence pursued the motorcycle convey the students until it stopped at the school gate, with the driver and his assistant jumping down and physically descending on the motor cycle driver, and the students causing a great scene. Thanks to the immediate intervention of some members of the union government who were sent to scene.

The police got involved with the driver and his assistant arrested and detained. They were made to pay damages for the physical assault on the students which will cover their medical expenses. A shuttle operated who came in the aide of the tanker driver and his assistant joining in the fight against our students and SUG officials, has also been barred from operating on campus.

The osamagbe led union remains committed to protecting the interest and welfare of her students.

2019 NYSC BATCH 'C' MOBILIZATION EXERCISE

This is to inform all Heads of Department that preparation for the NYSC 2019 Batch 'c' mobilization exercise has commenced.

Consequently, all Heads of Department are please requested to come to the Students' Affairs Division with their Laptop and Modem to enable us create User Account and Password for them and also for them to forward their soft and hard copies of Bio-Data of all thier students whose final degree examination results had been approved by Senate but were not previously mobilized for service to the Students' Affairs Division, Detailed guidelines are as follows

(i) That each Head of Department should forward the Bio-data of their students whose final Degree results had been approved by Senate to Dean of Students. Such Bio-Data must be in accordance wit each Batch of result in a given Academic Session.

(ii) That the Dean, Faculty of Clinical Sciences and Head, Department of Medical Laboratory Sciences, should please , forward only the Bio-data of their students who will be completing their housemanship/internship by the 1st week of October, 2019 or those with evidence of completing theirs.

(iii) That the Bio-data of each student should be obtained from the Student's personal file as submitted on admission to the Department.

(iv) That the Head of Department should not accept or forward the name of any student found to have mutilated his/her date of their date of birth in the eligibility form in the personal file. Such Students' should be referred to the Student Affairs Officer.

(v) That the Head of Department should personally sign each page of the Bio-data list before submission.

(vi) That each Batch of the Senate Approved Results for any particular Academic Session should be attached to each of the Bio-data list (for guidance only).

(vii) That on no account should a student whose bio-data was earlier submitted to the Students' Affairs Division by the Department or who was previously mobilized by NYSC or exempted for any reason, be included on the required list. Such students should be referred to the Students' Affairs Officer for revalidation or counseling.

(viii) That on no account should a student who had been expelled, suspended, rusticated, withdrawn or facing any disciplinary action, be included on the list by the Head of Department.

```PRESS RELEASE ON SRC INAUGURATION```

THE INAUGURATION OF THE SRC MEMBERS TOOK PLACE AT THE MOSES OISAKEDE SECRETARIAT ON THE ```23RD OF SEPTEMBER 2019.```

AS AT ```12:30PM``` THE ELECOM SEC GEN STARTED WITH CALLING THE NAMES OF QUALIFIED CANDIDATES WHICH AMOUNT TO 71 SENATORS

THE SENATORS THEN PROCEED TO THE PARLIAMENT HALL WHERE THEY TOOK THEIR OATH OF OFFICE AND WAS FINALLY INAUGURATED.

THE ELECOM CHAIRMAN WHO DOUBLES AS THE DEAN OF STUDENTS BARR. BENSON OJEALARO WAS PRESENT IN THE INAUGURATION AS WELL AS NANS REPRESENTATIVES, SUG EXECUTIVES AND OBSERVERS.

THE ELECTION INTO THE PRINCIPAL OFFICE KICKED OFF INSTANTLY AFTER THE INAUGURATION OF THE SENATORS WHICH STARTED WITH THE SENATE PRESIDENT DOWN TO THE WHIPS.
