DOLAKEH ASSOCIATION ELECTION GUIDLINES
POSITIONS:
1. President
2. Vice President
3. Secretary General
4. Assistant Secretary General
5. Treasurer

8. Parliamentarian

QUALIFICATIONS AND REQUIREMENTS:
1: PRESIDENT
The president shall be the chief executive officer of the Association, he/she shall:
a. Must be a full member of the Association and should be fully clear from all debts and at least eight (8) months of due payment.

b. Be an individual with good moral character and having the ability to influence and respect other members
c. Must be able to read and write
d. Be willing to represent/serve the Association at all times
e. Submit a letter of application to the election commission
f. Deposit L$500.00 as application fee to the election commission

2: VICE PRESIDENT
a. Must be a full member of the Association and should be fully clear from all debts and at least eight (8) months of due payment.
b. Must possess similar qualities as the president
c. Submit a letter of application to the election commission
d. Deposit L$400.00 as application fee to the election commission

3: SECRETARY GENERAL
The secretary General shall:
a. Must be a full member of the Association and should be fully clear from all debts and at least eight (8) months of due payment.
b. Be a person of good moral character
c. Have a good command of the English language both in written and spoken
d. Submit a letter of application to the election commission
e. Deposit L$300.00 as application fee to the election commission

4: ASSISTANT SECRETARY GENERAL
a. Must be a full member of the Association and should be fully clear from all debts and at least eight (8) months of due payment.
b. Possesses similar qualities as the secretary general
c. Be a member of good moral character
d. Submit a letter of application to the election commission
e. Deposit L$100.00 as application fee to the election commission

5: TREASURER
The treasure shall:
a. Must be a full member of the Association and should be fully clear from all debts and at least eight (8) months of due payment.
b. Be a member of good moral character
c. Submit a letter of application to the election commission
d. Deposit L$300.00 as application fee to the election commission

6: FINANCIAL SECRETARY
The financial secretary shall:
a. Must be a full member of the Association and should be fully clear from all debts and at least eight (8) months of due payment.
b. Be at least a Junior Student reading finance
c. Be a member with good moral character
d. Submit a letter of application to the election commission
e. Deposit L$200.00 as application fee to the election commission

7: CHAPLAIN
The chaplain shall:
a. Must be a full member of the Association and should be fully clear from all debts and at least eight (8) months of due payment.
b. Be of good moral character
c. Submit a letter of application to the election commission
d. Deposit L$100.00 as application fee to the election commission

8: PARLIAMENTARIAN
The parliamentarian shall:
a. Must be a full member of the Association and should be fully clear from all debts and at least eight (8) months of due payment.
b. Be of good moral character
c. Be versed in the constitution and By-laws of the Association
d. Submit a letter of application to the election commission
e. Deposit L$100.00 as application fee to the election commission

PREAMBLE

Whereas we the members and relatives connected to the BAAR and KWAIZAH Families, having realized the need to be under one canopy so as to foster unity and peaceful co-existence amongst each other,

United by our unswerving conscience,

Being aware of the need to organize ourselves for the betterment of mankind as well as established a breeding ground, through which our voices shall be channeled,

Committed to embracing each other as family,

Being primary a social club that is empowered and supported by its members and others who share its objectives

Desirous of living together in unity

In consonance with the constitution of the Republic Liberia, we do hereby adopt and agree to abide by the following By-Law and Constitution:

ARTICLE 1

NAME, MOTTO, SYMBOL AND COLOR(S) OF THIS ASSOCIATION
i. The association shall be called ___Dolakeh_Association___ and herein after referred to as “ The Association”.
ii. The Motto of the Association shall be __”Together we can”.
iii. The symbol of the Association shall be people holding each other hands in a circle showing sign of unity.
iv. The Color of this Association shall be Blue and White

ARTICLE 2

HEADQUARTERS/OFFICE
The office and or the headquarters of the association shall be in Monrovia.

ARTICLE 3

THE AIMS AND OBJECTIVES
The aims and objects of the association shall include, but not limited to the following:

i. To foster peace, unity and progress amongst members.
ii. To encourage and promote academic and intellectual spirit amongst family members through financial and moral.
iii. To promote academic excellence by seeking for scholarship on behalf of deserving family members
iv. To promote and enhance family unity by organizing games and other entertainments
v. To collaborate with other individuals and institutions in and out of Liberia having similar objective.
vi. Celebrate with members in time of happiness or sadness.

ARTICLE 4

MEMBERSHIP
The Membership of the Association shall be in three categories as follows:
i. Full membership
ii. Associate members
iii. Honorary membership

SECTION 1: FULL MEMBERSHIP
Full membership shall be opened to all family members between the ages eighteen (18) years to forty five (45) years; who shall honor all his/her obligation and shall be entitled to all rights and privileges of the organization.

SECTION 2: ASSOCIATE MEMBERSHIP
Associate membership shall be opened to all well-meaning family members and friends below the age eighteen (18) and above the age forty five (45) in and out of the Liberia, who believe in the aim and objective of the Association and willing to abide by the provision in this constitution and By-laws. Said member shall serve as observer at meetings and programs and shall have no voting right.

SECTION 3: HONORARY MEMBERSHIP
Honorary membership shall be conferred upon any distinguish personalities in the family who share the aim and objective of the Association. Said member shall serve as advisor and shall have no voting right.

SECTION 4: MEMBERSHIP REGISTRATION
All persons wishing to be member of Dolakeh shall do so through registration. The registration process and procedure shall be prescribed by the membership committee.

SECTION 5: MEMBERSHIP ID CARD
All registered members of the Association shall be issued membership identification card on an annual basis.

SECTION 6: MEMBERS DUE
Each and every member of the Associate shall be required to pay membership due in the amount of L$250.00 monthly. Membership of the Association shall be evidence by monthly due payment.
ARTICLE 5
OFFICERS
The officers of this association shall be as follows:

a. President
b. Vice President
c. Secretary General
d. Assistant Secretary General
e. Treasurer
f. Financial Secretary
g. Chaplain
h. Parliamentarian

SECTION 1: PRESIDENT
The president shall be the chief executive officer of the Association, he/she shall:
a. Prior to election have two (2) years membership experience with the Association and should be fully clear from all debts and due payment.

b. Be an individual with good moral character and having the ability to influence and respect other members
c. Maintain law and order amongst members at all times, occasions and functions of the association
d. Preside over all meetings including executive committee meetings
e. Make appointment in consultation with the executive committee members of the association
f. Shall be a co-signatory to all financial transactions conducted on behalf of the Association
g. Ensure the successful implementation of all decisions, plans, resolutions or recommendations reached at meetings
h. Shall perform all other duties and responsibilities and exercise such other powers and authority that are generally appertaining to the office of the president.

SECTION 2: VICE PRESIDENT
a. Shall be the principal deputy to the president and shall act in the absence of the president
b. Posses similar qualities as the president
c. Shall perform other duties as may be assigned by the president
d. Shall be ex-officio of all committees
e. Shall serve the remaining term of the president in an event of resignation, removal, death or any other inability of the president to serve until a new president is elected and installed in office

SECTION 3: SECRETARY GENERAL
The secretary General shall:
a. Be a person of good moral character
b. Have a good command of the English language both in written and spoken
c. Be willing to serve the Association at all times except otherwise
d. Be the custodian of all records and document of this association
e. Issues notices for meetings in consultation with the president
f. Record minutes at every meetings
g. Perform other duties as may be assigned by the president

SECTION 4: ASSISTANT SECRETARY GENERAL
a. Assist the Secretary General in the discharge of his/her duties
b. Assume the responsibilities of the Secretary general in his/her absence
c. Possesses similar qualities as the secretary general
d. Perform other duties as may be assign by the secretary general

SECTION 5: TREASURER
The treasure shall:
a. Receive and deposits all funds of the association in a recognized bank selected by the general body
b. Be a co-signatory to all deposits and or withdrawal of all funds of the organization
c. Make a financial report at least once a month and as often as the body may deem necessary
d. Be a member with good moral character
e. Perform other duties as may be assigned by the president or designee

SECTION 6: FINANCIAL SECRETARY
The financial secretary shall:
a. Be at least a Junior Student reading finance
b. Be a member with good moral character
c. Keep records of all financial transactions of the Association
d. Prepare the association semester financial record
e. Be a co-signatory in the absent of the treasurer to withdrawal of all funds of the Association

SECTION 7: CHAPLAIN
The chaplain shall:
a. Conduct prayer at all meetings and occasions of the Association
b. Provide moral guidance for the association
c. Be of good moral character

SECTION 8: PARLIAMENTARIAN
The parliamentarian shall:
a. Be versed in the constitution and By-laws of the Association
b. Ensured that members conduct themselves properly at all meetings and occasions
c. Recommend fines, suspensions and other disciplinary measures against members acting contrary to the constitution and by-laws of the Association

ARTICLE 6

COMMITTEES
The association shall have the following committees:
a. Executive Committee
b. Membership Committee
c. Education Committee
d. Publicity Committee
e. Program Committee
f. AD- HOC Committee
g. Grievance Committee

SECTION 1: EXECUTIVE COMMITTEE
The executive committee shall be headed by the president and comprises of all the elected members of the Association. It shall make policies of the association and guide their implantation. This Committee shall meet once a month, and may invite standing committee head who are not members of the executive committee.

SECTION 2: MEMBERSHIP COMMITTEE
The Membership Committee shall consist of five(5) members with good moral and upright attitude. It shall comprise of a chairman,
co-chairman, secretary and two(2) other members. The committee shall be responsible to prepare membership forms, cards and recruit members. In consultation with the executive committee, this committee shall formulate programs aim at encouraging membership to the Association.

SECTION 3: EDUCATION COMMITTEE
The Education Committee shall consist of five(5) members with good moral and upright attitude. It shall comprise of a chairman, co-chairman, secretary and two(2) other members. This committee shall work to improve the academic and intellectual standards of member in consultation with both the executive and program committees. It shall also formulate scholarship programs aim at assisting needed and deserving family members of the Association.

SECTION 4: PROGRAM COMMITTEE
The Program Committee shall consist of five(5) members with good moral and upright attitude. It shall comprise of a chairman, co-chairman, secretary and two(2) other members. This committee shall be responsible to plan and implement programs for the association in consultation with the executive and relevant committees.

SECTION 5: PUBLICITY COMMITTEE
The publicity Committee shall consist of five (5) members with good moral and upright attitude. It shall comprise of a chair, co-chair, secretary and two(2) other members. This committee shall seek to promote the programs and policies of the association through print and electronic media.

SECTION 6: AD – HOC/STANDING COMMITTEE
This committee shall be appointed to carry out special task and functions for effective operation of the Association and shall be dissolved upon the completion of task.

SECTION 7: GRIEVANCE COMMITTEE
Grievance Committee shall consist of five(5) members with good moral and upright attitude. It shall comprise of a chairman, co-chairman, secretary and two(2) other members. It shall have oversight responsibility to settle dispute between and among members of the club. It shall recommend to the Executive Committee fines and other penalties on convicted members of the club. The decision of the committee shall be binding on all members upon its endorsement by the Executive Committee

ARTICLE 7

ELECTIONS AND TENURE OF OFFICERS
All officers of the Association shall be elected by secrets ballots. Anyone wishing to hold the position of president and vice president must have been member of the Association for two (2) years. Any member vowing for either of the aforesaid two positions but does not meet the requirements as stipulated in Article 5 Section 1 and 2 will be disqualified.

Any one vowing for position in the Association must have been an active member. Honorary member shall not be eligible for elections.

SECTION 1: ELECTIONS
A five member Election Commission shall be appointed by the president in consultation with the Executive Committee to conduct elections. The Committee shall consist of five(5) members with good moral and upright attitude. It shall comprise of a chairman, co-chairman, secretary and two(2) other members. The Commission shall have the right to qualify or disqualify any candidate contesting for office base on the provisions of this constitution and By-Laws; said commission shall include two (2) females and three (3) males. This Commission shall cease to exist upon the induction of the elected officers.

SECTION 2: Tenure of officers
All elected officers shall serve for only Two (2) years from the date of induction.
However, any elected member may seek re-election Two (2) tenure_.

SECTION 3: .VACANCY
If any elected office becomes vacant for any reason, that next person in line shall act in the position until election is held to fill vacancy provided such vacancy occurred six (6) months before the conduct of general election.

ARTICLE 8

MEETINGS AND QUORUM
The activities of this association shall be conducted through meetings, and every meeting must have a quorum before business can be conducted.
a. General Meeting
b. Executive Meeting
c. Emergency Meeting

SECTION 1: GENERAL MEETING
All Members of the association shall attend general and it shall be the regular meeting.
This meeting shall be held on the last Sunday of every month.

SECTION 2: EXECUTIVE MEETING
All elected officers of the Association and any standing committee head that may be invited shall attend the executive meeting. These meetings shall be held on the 3rd Sunday of every month.
SECTION 3: EMERGENCY MEETING
The President shall convene emergency meeting of the elected officers or the general members when necessary.

SECTION 4: QUORUM
One half (1/2) shall be required for business at every meeting.

ARTICLE 9
GENERAL CODE OF CONDUCT
SEC. 1.0: The Association admonish that at all time members should courteous and avoid
the usage of profane and abusive languages between and among
members.
SEC. 2.0: Respect and courtesy should be shown to community leaders, women
and children and sense of maturity shall always be exhibited at all time
SEC. 3.0: Members of the club shall at all times take their grievance to the
Grievance Committee for redress instead of resorting to mob justice,
jungle justice or other lawless act.
SEC. 4.0: There should be no disturbance of any form when meetings are being
conducted. Persistent disturbance during meeting after at least one
warning, the presiding shall levy a fine of L$25.00 on a member.
SEC. 5.0: Lateness to every meeting is not acceptable except for some genuine
reason(s) given prior to a given meeting. Any member coming late or absent from
meeting without excuse shall pay a fine of Fifty Liberian Dollars(L$50.00).

ARTICLE 10
SECTION 1: IMPEACHMENT
An elected officer of the Association acting contrary to the objectives or the By – Laws and constitution of the Association shall be impeached by two-third (2/3) majority of the members at a general meeting after due process.

SECTION 2: IMPEACHABLE OFFENCES
Elected officers of this association shall be impeached for any of the following offence:
a. If found engaged in immoral acts
b. Negligence of duties
c. Complete bridge of the By-Laws and Constitution of the Association

SECTION 3: AMENDMENT
A portion of this By-Laws and Constitution may be amended by two-thirds majority of the Association membership present at a given meeting.

DOLAKEH is a third generation family members of the Baars and Kwaizahs families including all of it associates; whether by birth or marriage.
