Recognition of CIC Qualifications by the Ministry of Education Prior to SPC-EQAP’s Rejection
📣 To All CIC Learners in Kiribati — Stay Strong, Stay Proud 🇰🇮
Dear I-Kiribati CIC Learners, parents and friends,

I know many of you are feeling uncertain after SPC-EQAP’s recent decision regarding CIC qualifications. Let me speak to you clearly and truthfully:
Do not be discouraged. Your CIC qualification is valid, respected, and globally recognized.
✅ The Ministry of Education officially acknowledged CIC programs and qualifications in a formal letter dated 12 April 2018.
✅ CIC holds international accreditation, and its qualifications continue to open doors around the world.
The rejection by SPC-EQAP was based on a claim that CIC is not aligned with the Pacific Qualifications Framework (PQF)—a framework that was only signed *after* the Ministry’s recognition. This decision is not only unfair, but it also contradicts the facts.
Even more concerning is the claim made by the Quality Assurance Officer that CIC recognition had “lapsed after 5 years.” This assertion is not accurate, as at no time were we issued any official notice indicating a lapse period. The so-called “5-year lapse” appears to be an invented policy, introduced solely to justify a request by Mr. Toaiauea Toabwa, Quality Assurance Officer at the Kiribati Qualification Agency, for SPC-EQAP to review CIC qualifications—despite the fact that CIC had already been formally recognized by the Director of Policy, Planning and Development on behalf of the Ministry of Education. The Director of Policy, Planning and Development should have advised the Quality Assurance Officer regarding her earlier letter before CIC qualifications were reviewed by EQAP. I also wish to inform that Ms. Mereue Teannaki was advised to consult with Ms. Reetina Katokita about the same letter during the registration of all teachers in Kiribati in the past 2 or 3 years. Hence, the truth of the matter is that Ms. Reetina Katokita did not provide the necessary advice to Mr. Toaiauea Toabwa, and Ms. Mereue Teannaki chose not to act upon the advice I had given.
The claim of a “5-year lapse” in CIC recognition is baseless, stemming from failures in guidance and action within the Ministry, even though CIC’s recognition had already been formally confirmed.
This kind of misinformation undermines the trust and transparency we expect from our institutions.
📌 It is important to note that the letter signed by the Director of Policy, Planning and Development was based on the direction and advice of Mr. Rajendra Prasad and his team from EQAP in Fiji, who visited my office in 2017. The team consisted of Ms. Selai from the EQAP office, Ms. Reetina Katokita from the Ministry of Education, Mr. Rokobati from KIT, and Ms. Meere Tarereua from PSO. This demonstrates that the Ministry’s recognition was not arbitrary—it was informed by regional experts and endorsed through proper consultation.
👉 In my opinion, the Director and the Quality Assurance Officer have failed to execute their duties and obligations fairly and professionally, and their actions have caused shame and damage to all our CIC learners in Kiribati Such conduct is unacceptable and must be called out for the harm it has done to our students, their families, and their futures.
📢 We will not be silenced by dishonesty. We will not allow our learners to be discredited.
📢 We stand firm in our commitment to fight for your recognition, your dignity, and your future.
As Head of KTCPD, my passion has always been to support our government’s KV20 vision—to uplift I-Kiribati learners and empower them to achieve globally recognized qualifications that lead to real opportunities, both at home and abroad, and which drive Kiribati’s social and economic development.
I strongly believe that the KV20 vision cannot be achieved by our government alone. Registered private education providers in Kiribati play a vital role by expanding learning opportunities, strengthening skills development, and preparing our people for both local and international labor markets. Their partnership with government ensures that education becomes not just a public service, but a shared national mission for prosperity.
