New Report: Engaging the Ukrainian Global Community for Ukraine's Recovery: Democracy and Human Rights Dimensions
To mark the opening of the Ukraine Recovery Conference in Rome (2025), PAIS is proud to present a new report outlining a strategic framework for engaging the Global Ukrainian Community (GUC) in Ukraine’s recovery. The report emphasizes democratic participation, human rights, and democratic governance as key pillars of this engagement.
Authored by Maria Koinova, with contributions from Roman Makukha and Magda Sabatello, this joint publication by the University of Warwick and ICMPD draws on insights from 2023 workshops and a major training initiative conducted by the University of Warwick, OSCE-ODIHR, and ICMPD in 2024, alongside additional research.
The report traces the GUC’s evolving role—from providing humanitarian aid to active involvement in business, civic, and political spheres. It highlights the diaspora’s potential to support Ukraine’s democratic development through trust-building, freedom of expression, countering disinformation, and promoting diversity and rights—including gender, minority, and disability rights.
It also advocates for GUC participation in democratic institutions, local governance, EU accession processes, and transitional justice. Special emphasis is placed on the importance of municipal partnerships and translocal projects. The final section offers actionable recommendations to ensure Ukraine’s recovery is inclusive, participatory, and rooted in democratic values.
