πŸ₯³πŸŽ‰ Clarity for private music tuition, just released from the ISM:
News: Update for musicians as England enters new tier system on 2 December
26 NOVEMBER 2020

The UK government has announced that the national restrictions in England will cease on 2 December, and will return to a system of three tiers from 3 December. While there are differences in what is permitted or prohibited across these tiers, there are some elements which are common to all three. We summarise the relevant points below.

A note on private face-to-face teaching: as noted under each of the tier information below, we are interpreting all the evidence to mean that face-to-face private tuition can proceed in all tiers.

However, it is possible that individual government departments may update their advice to the contrary. If this happens we will let you know immediately.

In all tiers in England, everyone:

must wear a face covering in most indoor public settings, unless they have an exemption
should follow the rules on meeting others safely
should attend school or college as normal, unless they are self-isolating. Schools, universities, colleges and early years settings remain open in all tiers
should walk or cycle where possible, plan ahead and avoid busy times and routes when travelling
must follow the gathering limits at their tier except in specific settings and circumstances.
Tier 1: medium alert

Businesses and venues can remain open, in a COVID secure manner, other than those which remain closed by law, such as nightclubs.

There are also exemptions from gatherings limits in all tiers for work (including in other people’s homes), education (as part of a formal curriculum) and for supervised activities provided for children.

Taking all this together we believe it means private music tuition can take place in the teacher’s and pupil’s home subject to appropriate risk assessments. We are seeking clarification on whether there will be any subsequent restrictions in the guidance for out of schools settings or other relevant information.
Schools are open in all tiers and as previously, music teaching can continue, and peripatetic teachers can move between schools.
Concert halls and theatres can open, but are subject to capacity limits of 50%, or 4,000 people outdoors or 1,000 indoors (whichever is lower).
Places of worship remain open, but you must not attend or socialise in groups of more than 6 people while there, unless a legal exemption applies.
Weddings and funerals can go ahead with restrictions on numbers of attendees – 15 people can attend wedding ceremonies and receptions, 30 people can attend funeral ceremonies, and 15 people can attend linked commemorative events.
If you live in a tier 1 area and travel to an area in a higher tier you should follow the rules for that area while you are there. Avoid travel to or overnight stays in tier 3 areas other than where necessary. You can travel through other areas as part of a longer journey.
Tier 2: high alert

Businesses and venues can remain open, in a COVID secure manner, other than those which remain closed by law, such as nightclubs.

There are also exemptions from gatherings limits in all tiers for work (including in other people’s homes), education (as part of a formal curriculum) and for supervised activities provided for children.

Taking this all together we interpret this to mean that private music tuition can take place in the teacher’s and pupil’s home subject to appropriate risk assessments. We are seeking clarification on whether there will be any subsequent restrictions in the guidance for out of schools settings which may affect our understanding.

Concert halls and theatres can open, but are subject to capacity limits of 50%, or 2,000 people outdoors or 1,000 indoors (whichever is lower).
Places of worship remain open, but you must not socialise with people from outside of your household or support bubble while you are indoors there, unless a legal exemption applies.
Weddings and funerals are permitted subject to restrictions on numbers of attendees – 15 people can attend wedding ceremonies and receptions, 30 people can attend funeral ceremonies, and 15 people can attend linked commemorative events such as wakes or stone settings.
If you live in a tier 2 area, you must continue to follow tier 2 rules when you travel to a tier 1 area. Avoid travel to or overnight stays in tier 3 areas other than where necessary. You can travel through other areas as part of a longer journey.
Tier 3: very high alert

Businesses and venues can remain open, in a COVID secure manner, other than those which remain closed by law, such as nightclubs.

There are also exemptions from gatherings limits in all tiers for work (including in other people’s homes), education (as part of a formal curriculum) and for supervised activities provided for children.

We are seeking clarification on whether there will be any subsequent restrictions in the guidance for out of schools settings which may affect our understanding.

Schools are open in all tiers and as previously, music teaching can continue, and peripatetic teachers can move between schools.
No indoor performances are permitted. Only outdoor drive-in events can take place.
Places of worship remain open, but you must not attend with or socialise with anyone outside of your household or support bubble while you are there, unless a legal exemption applies.
Weddings and funerals can go ahead with restrictions on the number of attendees. 15 people can attend wedding ceremonies. Wedding receptions are not allowed. 30 people can attend funeral ceremonies, 15 people can attend linked commemorative events.
If you live in a tier 3 area, you must avoid travelling to other parts of the UK, including for overnight stays other than where necessary, such as for work, education, etc. You can travel through other areas as part of a longer journey.

We will continue to check related guidance for any changes, and update our advice as necessary.
